Emergency State Regulations July 15, 2014 State Water Resources Control Board (SWRCB) adopted emergency regulations for statewide urban water conservation ' Prohibited Activities are: Use of water causing runoff Use of hose without shutoff nozzle device Application of water to driveways /sidewalks Use of water for fountains without recirculating system Authorizes local agencies to fine up to $500 for infractions of prohibited activities SWRCB Regulation Article 22.5 Section 865 says that City must: • Implement a stage of its water shortage contingency plan that imposes restrictions on outdoor irrigation • Submit a monitoring report to SWRCB each month It Agencies with allocation based rate structures may submit for approval an alternate plan equal to two days of irrigation per week NBMC Chapter 14.16 Permanent Mandatory Water Conservation Requirements (Section 14.16.040) Meets all State requirements for prohibited activities First stage of water shortage contingency plan is Level One Mandatory Water Conservation Requirements (Section 14.16.060) Sets irrigation schedule to 4 days per week (Apr - Oct) and 2 days a week (Nov -Mar) Sets all customer usage between 90% -100% of base amount.
