CALL TO ORDER—The meeting was called to order at 3:30 p.m. Staff Present: Brenda Wisneski, Zoning Administrator Jason Van Patten, Planning Technician B. MINUTES of July 10, 2014 Action: Approved C. PUBLIC HEARING ITEMS ITEM NO. 1 Parrott Residence Modification and Condominium Conversion (PA2014-064) 3130 and 3140 Breakers Drive CD 6 Jason Van Patten, Planning Technician, provided a brief project description stating that the request was for a tentative parcel map, condominium conversion, and modification permit applications to convert an existing duplex to condominiums. He stated that the purpose of the tentative parcel map was to allow the sale of each unit and that the condominium conversion application was for the purpose of regulating the conversion of rental units to ownership. He added that a special inspection of the property was conducted and no safety violations were identified. Mr. Van Patten then provided an overview of existing parking requirements and explained that the modification permit was for the purpose of adjusting the minimum parking dimensions required due to existing physical limitations. He noted that the applicant had proposed a solid cover over the uncovered parking spaces to comply with the Zoning Code, but that expanding the existing parking dimensions would require alterations to the interior living area and would necessitate the removal of a large retaining wall. He concluded that the existing parking was sufficient to accommodate vehicles and complied with access and location requirements of the Zoning Code. Applicant Margaret J.F. Parrott stated that she had reviewed the draft resolution and the required conditions. The Zoning Administrator opened the public hearing. One member of the public, Jim Mosher, spoke and had two (2)comments. He asked if there was a difference in parking requirements for a duplex and a condominium and the extent to which original construction was reviewed by the Coastal Commission. There were no other public comments. Zoning Administrator Wisneski noted that there was no difference in parking requirement. Ms. Parrott added that the existing duplex had undergone extensive review by the Coastal Commission. Zoning Administrator Wisneski then discussed the project, adding that expansion of parking dimensions was limited by an existing retaining wall, interior living area, and that there was no room to expand into the front yard.The Zoning Administrator then approved this item with no changes to the Conditions of Approval.
