"This has been a life changing experience." "We will befriends forever ". These are just some of comments made by returning NBSCA Student Ambassadors. As we celebrate the 30"' anniversary of our Sister City relationship with Okazaki, Japan, it is important to reflect on our Sister City programs and the impact they have had on our City and its citizens, as well as the citizens of our Sister Cities. Attending the recent annual Sister City International Conference provided the perfect opportunity to learn more about this incredible organization and what it has meant to the people of the world. President Eisenhower would be proud. Not only do Sister Cities, in their role as "Citizen Diplomats ", provide cultural and friendship opportunities, but they also serve as vehicles for economic development, trade and tourism. Various break out session were led by representatives from the Federal Government, young professionals and other public figures, who told us that "Sister City relationships" provide them with invaluable contacts as they work with foreign countries in this time of Globalization. NBSCA members are proud to represent our wonderful City in countries abroad. To that end we feel it is important to let our City Council members know what we have been up to, what we can do to benefit Newport Beach and how you can become involved. It has been a busy year for NBSCA. Following are the highlights: Our Annual Dinner was held in January. Newly elected Board Members were announced and highlights of the year 2013 presented. We were delighted to have Mayor Rush Hill as our speaker. In 1990; the rose garden in front of the old City Hall was dedicated to Antibes, France in honor of our City and the City of Antibes signing an official Sister City Agreement. In February of this year, NBSCA worked with City officials to move the roses to a new location. They have now found a home at the Newport Beach Vineyards and Winery. The rose garden was dedicated at an event held later in the year. 2014 marks the 30th anniversary of our Sister City relationship with Okazaki, Japan. In early April, a group of dignitaries that included NBSCA and Newport Balboa Rotary Club members, traveled to their City for the celebration. Our delegation was led by the Honorable Evelyn Hart and City representatives, Hugh and Caroline Logan. Our delegates were the honored guests at numerous events. City official showed us the highlights of Okazaki. Our City tourism arm, "Newport Beach & Company ", donated some of the gifts. The trip included stops in Tokyo and Kyoto. 1 The Sister City International So Cal Conference, "Joining Forces for Success ", was held on April 5 "' in Los Angeles. The Tom Bradley Tower at City Hall served as the location. The conference was sponsored by City Councilman, Tom LaBonge. A Young Professional Panel and a Youth Panel were both extremely informative. They talked about the STEM program, citizen involvement, the benefits of student exchanges and the importance of these relationships. A panel of Consul Generals followed. We learned a lot about protocol. We talked with the Consul General of Japan and arranged to invite him to our upcoming "Taste of Japan" fundraiser. NBSCA collected shoeboxes full of small toys, games, school supplies and personal items to distribute at Mexico's "Day of the Child" event held April 30"' in Ensenada. They were overwhelmed by the donations. Several NBSCA members attended the Ensenada Pre -Race and Post Race events hosted by NOSA. We were able to talk with Ensenada City Officials and Tourism Board members and discuss ways in which we can become more involved. July 3 -6 marked the dates that Mayor Rush Hill and his wife Linda, and our V.P Antibes Chairman traveled to Antibes, France to attended a gathering of City Officials from Antibes's other Sister Cities around to World. Events included a dinner at the News Cafe located at Palais des Congress, their new conference center. The dinner was held in honor of the United States Independence Day. A working group meeting to set goals for future activities was held the next day. At the meeting, the Antibes Mayor expressed an interest in sending a sailing crew to Newport to participate in the Ensenada Race. Our chairman also met with school officials to organize a high school student exchange in 2015. The annual Wendell Fish Student Exchange Program has been in existence since 1984. This program is a result of a joint effort on the part of the Newport Balboa Rotary Club and the Newport Beach Sister City Association. This year seven 8"' grade students and their two chaperones traveled to Okazaki, Japan to spend eight days with the families of their Japanese counterparts. While there, they lived with the family, attended school with their student, took part in family activities and attended various events planned in their honor. They also spent time in Tokyo and Kyoto. This exchange provides an amazing opportunity for our students to immerse themselves in the culture of Japan. July 14"', Bastille Day, provided the perfect opportunity for NBSCA to celebrate the planting of the Antibes Roses at the Newport Beach Vineyards and Winery and to raise funds for our organization. Wine tasting and a champagne toast set the tone. Appetizers in the Wine Cave and a delicious Paella dinner accompanied by harp music completed the evening. Jo Malone provided products for the raffle Two of our members attended an Ensenada/Tijuana tourism event in July. It was sponsored by the U.S./ Mexico Sister City organization. We learned more about the opportunities available to expand our relationship with Ensenada. To that end, we are looking into planning a one day wine tour to the Guadalupe Valley that originates in the U.S. We also talked about planning a wine event in Newport that includes tastes of 2 Ensenada and Califomia/Newport Beach wines. Ensenada would like to plan a student cultural visit, perhaps to the Newport Beach Central Library, some time before the end of the year. They are hoping that it will include a visit with our Mayor. FUTURE EVENTS: Annual "Pumpkin Party" - Private Park, Newport Beach: This unique event culminates the visit of the Exchange Students from Okazaki, Japan. The Newport Beach Rotary Club and NBSCA plan this event each year to provide the students with an opportunity to get together with all the exchange families, the members of our organizations, and City Officials and to participate in an American tradition - PUMPKIN CARVING. The Newport Beach Fire Department cooks the burgers and we supply the rest. The Japanese students showcase their "talent" in the form of music and dancing. It is always a great event. This years Famous Pumpkin Party will be held on September 29a'. The cost is only $10.00 pp. We hope that you can join the fun. Invitations will be available in September. 30TH ANNIVERSARY CELEBRATION OF OUR SISTER CITY RELATIONS WITH OKAZAKI, JAPAN A delegation of 32 Okazaki dignitaries, members of the OSI and citizens will arrive on October 12`s to celebrate the occasion. The Marriott, Newport Beach has generously provided the City Officials with discounted ocean view rooms at their hotel. Okazaki will be presenting the City with of gift of a granite statue depicting the symbol of Okazaki and the first Shogun, Ieyasu Tokugawa. The Newport Beach Cultural Arts Commission has been working from a detailed drawing to find a fitting place for this generous gift. Mayor Uchida and his delegation will be presenting this beautiful statue at a ceremony to be held on October 14`s at 10:00 am in the Bamboo Court at the Main Library. City Officials and interested citizens are encouraged to attend. The Okazaki delegation will also be welcomed at the City Council meeting that evening. The delegation, along with some NBSCA/Rotary members and City officials, will tour the bay courtesy of Homblower Yachts and dine at a family home. They will also visit the gardens and have dinner in the Wine Cave at the Newport Beach Vineyards and Winery. A walk around the Balboa area and dinner at Ruby's Restaurant on the pier are also on the schedule. And, of course, their visit will include shopping and perhaps golf — connections anyone? Annual Holiday Breakfast: Our most popular event will be held at the Five Crowns Restaurant. Enjoy Holiday music sung by a student chorus from a local elementary school and perhaps a visit from Santa. Scheduled for December 11— 8:00 AM, invitations will follow. Recognizing this, the City Council hereby establishes the following policy to identify the relationship of a nonprofit Sister City Association and the City of Newport Beach. The purpose for cities involved is to learn more about each other and develop exchanges of people, ideas and cultures on a long -term basis. In the context of a philosophy which encourages people to participate and help themselves in the pursuit of special interest areas, the City Council is committed to a cooperative effort with the Sister City Association. The City Council welcomes volunteer support and this policy will serve to identify and clarify the relationships, roles and control between the City of Newport Beach and the Newport Beach Sister City Association. FINANCIAL The City encourages the Newport Beach Sister City Association to continue their efforts to make the functions of the Association self - supporting. The City is responsible for funding only to the extent of the annual City_Council approved budget. STAFF ASSISTANCE The City will provide support to the Association in the form of a liaison staff member as designated by the City Manager. Clerical support will be provided to the Association at a level determined by the staff liaison. RESPONSIBILITIES The Association will be recognized by the City as the official group to further common goals as they relate to sister city programs and activities. GOALS STATEMENT The purpose of the Newport Beach Sister City Association is to create international understanding.and cooperation with cities in other countries that have been carefully selected for mutual benefit. The development of Youth Exchange, Cultural Exchange, Technical Knowledge Exchange and Economic Exchange will be pursued to accomplish the goals of the Association. The overall attainment of these goals will create international friendship to benefit our world. OBJECTIVES A. Create a local program with wide community involvement,. i.e., Service Clubs, Chambers of Commerce, nonprofit interest groups. B. Develop school programs, i.e., local school chapters at Community Colleges, UCI, High Schools, Intermediate Schools, Elementary Schools. C. Develop a fund- raising program sufficient to support the programs and events adopted by the Association. D. Establish criteria to be used for determining which cities a relationship can be developed. E. Business to Business Exchange. Develop a program whereby a business and travel program can be made available to encourage common business interests to be satisfied. F. Develop a network of local host groups. G. Develop a restaurant program to showcase our food and entertainment industry. H. Develop a hotel program to make visitors aware of our travel and vacation opportunities. 1. Develop a public awareness program at high visibility locations. Exhibits and purpose of Association to be emphasized. Promotional brochure should be developed. I Coordinate our goals and objectives with surrounding communities for information and coordination purposes. K. Clearly identify an Association budget for operational purposes. L. Antibes, (France Antibes is located on the southern coast of France on the Mediterranean, between Nice and Cannes and has a population of 77,000 which expands to 200,000 during the tourist season. �- Antibes' Musee Picasso, the first museum in the world to Antibes, (France be dedicated to Picasso, is housed in The Chateau Grimaldi, built upon the foundations of the ancient Greek town of Antipolis. Antibes is best known as the Rose Capital of Europe and the home of the largest yachts in the world. Okazaki, ,japan Okazaki is located 200 miles southwest of Tokyo and has a population of 370,000. Okazaki is the birthplace of Shogun leyasu Tokugawa. Okazaki is best known for its production of stonework, miso and fireworks, as well as centers for automobile, chemical, and textile industries, and biological research. (Baja Carifornia Cities Cabo San Lucas is located on the southern- most tip of the Baja Peninsula, 1059 miles south of Tijuana. Beaches, diving and fishing make this a popular resort town. Ensenada is a large commercial center and resort city with extensive yachting and shipping facilities. For more than fifty years our two cities have participated in the annual Newport to Ensenada Yacht Race. There is strong mutual desire that we continue to strengthen our people -to- people relationship through visits and exchanges of private citizens, city officials, and business and civic leaders.
