Webb, Public Works Director- (949) 644 -3330, dawebb @newportbeachca.gov Peter Tauscher, Civil Engineer (949) 644 -3316 Lifeguard Headquarters Rehabilitation Project - Notice of Completion and Acceptance of Contract No. C4869 (CAP12 -0008) ABSTRACT: On November 26, 2013, City Council awarded Contract No. 4869, Lifeguard Headquarters Rehabilitation to Optima Reengineering & Project Management (Optima) for a total contract cost of $1,546,000.00 plus a 10 percent allowance for contingencies. The required work is now complete and staff requests City Council acceptance and close out of the contract. RECOMMENDATION: a) Accept the completed work and authorize the City Clerk to file a Notice of Completion for the project; b) Authorize the City Clerk to release the Labor and Materials Bond 65 days after the Notice of Completion has been recorded in accordance with applicable portions of the Civil Code; and c) Release the Faithful Performance Bond one year after acceptance by the City Council. FUNDING REQUIREMENTS: Funds for the construction contract were expended from the following accounts: Account Description Account Number General Fund 7414- C1002037 Total: Amount $1,806,613.07 $1,806,613.07 M. DISCUSSION: Overall Contract Cost /Time Summary The contract has now been completed to the satisfaction of the Public Works Department. A summary of the contract cost is as follows: Original bid amount: $ 1,546,000.00 Actual cost of bid items constructed: $ 1,546,000.00 Total change orders: $ 260,613.07 Final contract cost: $ 1,806,613.07 The work necessary for completion of this contract consisted of reconfiguring existing work spaces; constructing a new meeting /training room; upgrading restrooms, showers, and first aid facilities; installing new HVAC, electrical, plumbing, and low voltage systems; refinishing interior walls and floors; replacing windows and doors; and providing significant structural improvements. The final construction contract cost was approximately 16.9 percent above the original bid amount. Steps were taken during construction to revise the scope to reduce construction cost; however, during the project there were six change orders that could not be avoided. The most significant one involved making structural upgrades to the building that were not included in the construction contract documents. During demolition and construction it was determined that additional significant structural improvements needed to be included to meet building code requirements. This change order, totaling $175,139.00, included building a structural block wall in the garage and addressing other pre- existing structure conditions to adequately support the new training facility above the garage. The other change orders included removing asbestos, upgrading to the AV system, replacing garage doors to accommodate the structural enhancements, providing changes to electrical panel and switch gear, and additional siding to the building. The Lifeguards can now use the rehabilitated building space more effectively. The new plumbing, electrical, and HVAC systems are more efficient, requiring less maintenance, while providing energy savings and a new lifeguard dispatch room provides a broader safety surveillance capability. The overall final cost for the Lifeguard Headquarters Rehabilitation project including design, construction, construction management and FF &E cost is approximately $2,459,000. This is less than the $3.575 million estimate that was identified in the City's Facility Financing Plan in 2011 for a new lifeguard facility. As a result of this major rehabilitation project, it is anticipated that the Lifeguard Headquarters now has another 25 to 30 years of useful service life, notwithstanding normal maintenance and upgrades, until the next major building rehabilitation or replacement is needed. NOTICING: This agenda item has been noticed according to the Brown Act (72 hours in advance of the meeting at which the City Council considers the item).
