TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL FROM: Tim Netherton, Library Services Director — (949) 717 -3819, thetherton @newportbeachca.gov PREPARED BY: Melissa Kelly, Library Support Services Coordinator PHONE: (949) 717 -3810 TITLE: Budget Amendment to Accept a Check from the Friends of the Newport Beach Library and Appropriate Funds to the Library's Fiscal Year 2014/2015 Maintenance and Operation Budget ABSTRACT: Staff requests approval of a budget amendment to accept a check from the Friends of the Newport Beach Library to enhance the Library collections and programs. RECOMMENDATION: Approve Budget Amendment No. 15BA -009 to increase revenue estimates by $250,000 in Account 4091- 5892 (Friends of the Library Donations) and to increase expenditure estimates by the same amount in Division 4091 (Friends of the Library) and Division 4060 (Literacy Services). FUNDING REQUIREMENTS: The Budget Amendment records and appropriates $250,000 in additional revenue from a donation made by the Friends of the Library in increased expenditure appropriations. The revenue will be posted to the Friends of the Library Donations account in the Library Department, 4091 -5892, and the purchase will be expensed to the Library Accounts indicated below: 4091 -8012 (Programming) $ 40,000 4091 -8260 (Library Materials) $205,000 4060 -8012 (Literacy Programming) $4,000 4060 -8260 (Literacy Materials) $1,000 TOTAL $250,000 DISCUSSION: A donation from the Friends of the Newport Beach Public Library in the amount of $250,000, intending to fund library materials and programs on the Library's Wish List for 2014/2015, was approved by the Board of Library Trustees. A facsimile of the original check is being presented to City Council on September 9, 2014. The Friends mission is to enhance the excellent services that the City already supports. This gift will augment the Library collections at all locations, in all formats and for all age groups. The funds will also sponsor programming for all ages such as Summer Reading, National Library Week, Imagination 11 -1 Celebration, Young Adult programs and First Grade Visits. The City Council, the Library Services Department, the City Manager, and the entire City family thank the Friends of the Newport Beach Public Library for all of the work they do to improve our already high quality library services. Their commitment to libraries and their fundraising prowess is admirable. ENVIRONMENTAL REVIEW: This action is not subject to the California Environmental Quality Act ( "CEQA ") pursuant to Sections 15060 (c)(2) (the activity will not result in a direct or reasonably foreseeable indirect physical change in the environment) and 15060(c)(3) (the activity is not a project as defined in Section 15378) of the CEQA Guidelines, California Code of Regulations, Title 14, Chapter 3, because it has no potential for resulting in physical change to the environment, directly or indirectly. NOTICING: The agenda item has been noticed according to the Brown Act (72 hours in advance of the meeting at which the City Council considers the item).
