A. CALL TO ORDER—The meeting was called to order at 3:30 p.m.

C. PUBLIC HEARING ITEMS
ITEM NO. 1 Redlands Tentative Parcel Map (PA2014-107)

Debbie Drasler, Contract Planner, provided a brief project description stating that the applicant is requesting
to subdivide one (1) parcel and re-establish the two (2) original underlying lots for single-unit residential
development. The property is zoned R-1 and is currently improved with a single-unit dwelling and a detached
garage. In December 2008, a Lot Line Adjustment (LA2008-009) was recorded with the Orange County
Clerk-Recorder merging two (2) lots into one(1) 12,546-square-foot parcel.
Mrs. Drasler explained that the new parcels meet the minimum requirement of 5,000 square feet; however,
not the minimum lot width requirement of fifty (50) feet for new subdivisions in the R-1 Zoning District. As
proposed, both parcels are 49.20 feet wide and will result in a subdivision design that corresponds with the
original underlying lots and are consistent with other typical lots in the area. She added that the existing
improvements comply with the Municipal Code and are consistent with the use and development
standards of the R-1 Zoning District. No demolition is proposed or required prior to the recordation of the
Parcel Map.
Furthermore, Mrs. Drasler noted that deviation from design standards may be approved by the Zoning
Administrator subject to specific findings which have been addressed in the draft resolution. Mrs. Drasler
recommended that the Zoning Administrator approve Tentative Parcel Map No. NP2014-011, subject to
the conditions set forth in Exhibit A.
The Zoning Administrator requested staff read the additional finding which states that "the parcel map is
consistent with General Plan Land Use Policy LU4.2, which exempts lots that have been legally merged
through the Subdivision Map Act and City Subdivision Code approvals from the GPA requirements and
allows parcels to be re-subdivided to the original underlying legal lots."
The Zoning Administrator opened the public hearing.
Applicant and property owner Michael Robertson stated that he had reviewed the draft resolution and the
required conditions.
A member of the public, Mr. Richard Ashby, spoke and requested that the Zoning Administrator waive the
requirements for a parcel map since the recorded lot line was not recognized by the county and still shows as

two (2) individual parcels. Mr. Ola followed Mr. Ashby, supporting the request for the Zoning Administrator to
deem the parcel map unnecessary.
After a brief discussion from the property owner, Michael Robertson also requested a waiver of the parcel
map requirement.
Senior Planner, Jaime Murillo noted that he had spoken with Mr. Ola prior to the hearing and that the Lot Line
Adjustment exhibit was recorded; although the deed was not fully completed. The procedure for the Lot Line
Adjustment was completed by the City and therefore,for our purposes is complete and valid.
The Zoning Administrator informed the members of the public that he was not inclined to go against the
opinion of the City Attorney and does not have the authority to waive the requirement for a parcel map at
these proceedings. He then asked if the applicant would like to continue this item or withdraw the application.
The applicant requested that this item continue as is.
There were no other public comments.

ITEM NO.2 Minyard Residence Modification (PA2014-105)

Jaime Murillo, Senior Planner, provided a brief project description stating that the application was a request
for a modification permit to allow a garage addition that will encroach six (6) inches into the required 15-foot
setback in conjunction with a remodel and bedroom addition. Due to the Zoning Code Update in 2010, the
property became nonconforming due to the size of the garage. Therefore, in order to construct an addition
greater than 10 percent of the existing floor area, the applicant is required to increase the size of the garage
to the minimum dimensions of twenty (20) feet by twenty (20) feet. Increasing the size of the garage by
moving the wall between the garage and kitchen results in a physical hardship since the wall is load bearing
and would also necessitate the construction of new footings. In this case, staff supports the request because
of the hardship involved and the requested six (6) inch encroach is nominal and will remain compatible with
the block due to the staggered front setbacks in the community.
The Zoning Administrator opened the public hearing.
Brian Oslin, a representative of the owner, in response to a question from the Zoning Administrator,
confirmed that the garage door was a roll-up garage door. The owner, Mark Minyard, confirmed that he
understands that parking on the driveway is prohibited due to the depth of the driveway. The Zoning
Administrator asked staff if any correspondence was submitted from the Homeowner's Association. Planner
Murillo confirmed that no correspondence was submitted from the Homeowner's Association or anyone else.
Seeing that no one from the public wished to comment the public hearing was closed.
Action: Approved

E. ADJOURNMENT
