SUBJECT: Electric Police Bicycles
Recommendation:
Authorize staff to purchase two electric bicycles for police patrol use at a cost of
$2,036 each utilizing AQMD subvention funding.
Background:
The City embarked on an electric vehicle program in March 1998 by leasing 17
electric vehicles for use by various staff. The program was funded with AB 2766
funds, which may only be used to finance AQMD- approved programs that
promote cleaner air.
The electric vehicle program is fully functional and an update was provided to
Council on December 14, 1998.
The second phase of the electric vehicle program involves the proposed use of
electric bicycles for police patrol.
Discussion:
The Police Department has been using bicycles for patrol since 1991. The bicycles
have proven useful in confined areas, particularly on Balboa Island and the
Peninsula. There are six officers assigned to bike patrol.
Electric bicycles suitable for police patrol are readily available. Models are
currently used by the cities of San Jose, Sebastopol and Marysville, California as
well as over 90 cities nationwide. Staff has researched the various models and
recommends the use of our current police bicycle fitted with an electric motor.
Police staff have tested the proposed unit and determined it will meet their needs.

The police electric bicycles would be equipped with a lightweight electric power
system as well as a night pursuit system (see attachment). The electric motor
would primarily be used in response to a call for assistance and not during routine
patrolling.
Bicycles would be purchased with spare batteries, which require 15 seconds to
install, and would extend the patrol period or be a replacement battery following a
response to a call.
The major advantages of the use of an electric police patrol bicycle are speed and
stealth of response, the condition of the bike patrol officers on arrival at the scene,
and the accessibility with a bicycle into confined areas. All of these advantages
have been stressed by officers currently using electric bicycles in other cities.
Staff proposes the purchase of two police patrol bicycles as a pilot program at a
cost of $2,036 per unit including tax and spare batteries. Adequate funding is
available in the AB 2766 fund, but was not budgeted in the current fiscal year.
A budget amendment has been attached that would provide purchasing authority
for the two bicycles and two spare batteries. Funds would be transferred from the
AQMD subvention fund.
If Council approves the purchase, staff will provide a progress report within six
months of the inception of use.

The Latest in Law Enforcement
The ZAP Law Enforcement project is designed to put an
effective tool into the hands of police, sheriffs, security
guards and emergency medical technicians- the ZAP

scene of a crime faster and in better condition to deal with
the situation. It allows law enforcement agencies to expand
their use of bicycles and make the bicycle more viable as an
emergency response vehicle.
Users tell us that the ZAP is the best vehicle for many
emergency situations and is currently being utilized by over
100 police departments nationwide.
ZAP is currently working with utility companies, and other
sponsors in order to get more Police Departments on ZAP
electric bikes. We do this by helping find money to
supplement the department's budget, or finding institutions
who wish to purchase the bikes outright for them. If you
