Re: Funding Projects for School Sites
RECOMMENDATION
If desired, approve a budget amendment of $15,000 from the General Fund to assist the respective
citizens groups in upgrades to School District fields and playgrounds.
1. $5,000 to Newport Heights Elementary School to contribute to a general playground renovation
project.
2. $5,000 to Corona del Mar High School to contribute to the installation of a new athletic field track
and associated storm drain system.
3. $5,000 to Newport Beach Little League to assist in the improvements to field No. 2 at the Lincoln
Athletic Center.
BACKGROUND
In recent years, the City of Newport Beach has received several requests for funds from different
Newport Mesa Unified School District entities. The requests have come from District staff, specific
school staff and parent groups. The proposed projects relate to athletic facilities or playground
equipment. The rationale for these requests is the fact that City residents use these facilities during
non - school hours for general recreational purposes, and in some cases, recreational programming by
City staff.
The Corona del Mar High School project involves the construction of an all weather track that
includes the installation of a storm drain system. A Track and Field Foundation has raised $200,000
and is requesting that the City of Newport Beach contribute the $5,000 necessary to complete the
project. The request for assistance from Susan Kramer, CdM High School & Middle School PTA Co-
President is attached.
The parent group at Newport Heights is coordinating projects that include playground equipment
replacement, turf repair and blacktop resurfacing. This group has made an open -ended request for
funds, but has agreed that $5,000 would be a substantial contribution to the total program. The
request from James Holmes, a Newport Heights parent, is attached.
The third request for assistance was initiated by the Newport Beach Little League, who regularly play
at Lincoln Athletic Center and are currently making improvements at that site. The use of the fields at
Lincoln is scheduled by the City, as part of the responsibilities of the lease with the District for that
site. A description of the capital campaign and project is attached.

Dear Dennis:
Thank you for speaking with me this morning concerning the construction of an
all weather track at Corona del Mar High School. As I mentioned, a group of parents
formed the CDM High School Track and Field Foundation a year ago in order to address
the abysmal condition of the tracks, which was constantly flooded in the winter causing
ruts and other hazardous running conditions.
The NMUSD was unable to address the problems as they have numerous other demands
for maintenance throughout the district. The CDM HS Track and Field Foundation
proceeded with an engineering rendering of the track and a preliminary estimate of the
cost. The Track and Field Foundation then went out to the community to raise the
money. After they raised $50,000 in private donations, the CDM High School
Foundation voted to match the first $100,000 raised by the Track and Field group. The
Track and Field group went out and tapped everyone they knew for an additional
$50,000.
Meanwhile during the mandatory walk prior to the bidding for the new track, it was
determined that the storm drain system which was noted on the original construction
plans of the high school was, in fact, never built. As an addendum to the bid, the district
required the bidders to include a storm drain system that would drain water from the new
track, the tennis courts and the pool area. Currently, the excess rainwater tuns off the
tennis courts and pool area on to the track, soccer and baseball fields making them
unusable during a heavy rainy period. We have requested that the $53,000 bid for
drainage be paid out ofB.onita Canyon mello roos funds which the NMUSD will be
considering Nov. 24, We do not want to use any more mello roos funds, as there are
other needs at the high school to be addressed with these funds.
The question was raised with regards to the City of Newport Beach joint use
facilities agreement with the NMUSD wherein the City is allowed to use the fields but
agree to maintain them. The City of Newport Beach has an interest in this project. As
the Track and Field Foundation is short $5,000 of its goal to see this project completed, I
am asking you if the City of Newport Beach can participate. Is there somewhere in the
budget that $5,000 can be found? I spoke with Tom Thompson as well this morning and
he will check back with you.

Although it will be located at Corona del Mar High School, this all weather track will be
used by the surrounding communities of Eastbluff and One Ford Road. It will be a first
rate athletic facility that enhances our community. We have worked extremely hard
to make this project happen. We need your help to close the final funding gap as all the
plans and bids have been completed.

As a parent with children at Newport Heights Elementary School I ask you to allocate

This budget amendment is requested to provide for the following:
To appropriate $5,000 each to three school district fields and playgrounds for upgrades. This is a response to three different
requests from district staff, school staff and parent groups. Prior budget amendments to this account include only one in June
of 1997 for $4,357.
