RE: El Toro
On January 30, 1999, the City Council directed preparation of a resolution to
confirm the decision to join the El Toro Airport Alliance. The proposed resolution
attached to this memo describes staffs understanding of the Council's
expectations relative to the role and activities of the Alliance and the need for a
formal agreement prior to direct financial contributions. The proposed resolution
would authorize the City Manager to provide personnel, equipment and reimburse
certain expenses during the "start-up" phase of the Alliance.
Recommendation:
We recommend that the City Council adopt the proposed resolution and, if
desired, designate an ad hoc committee to make recommendations regarding the
terms, conditions and timing of contributions to the Alliance and other pro - airport

RESOLUTION NO.99-
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
NEWPORT BEACH JOINING THE EL TORO AIRPORT
ALLIANCE AND DESIGNATING THE MAYOR AS A
MEMBER OF THE ALLIANCE BOARD OF DIRECTORS
WHEREAS, the City of Newport Beach is one of many public and private entities
that support a commercial aviation reuse of El Toro MCAS;
WHEREAS, the El Toro Airport Alliance (Alliance) is a coalition of public and
private entities representing a broad cross section of Orange County residents,
businesses and interest groups that each support a commercial airport at El Toro;
WHEREAS, the primary purpose of the Alliance is to disseminate accurate
information about the benefits of an El Toro airport and to ensure, through collective
participation in the reuse planning process, development of a two airport system that
will sustain our economy and maintain the quality of life for all Orange County residents;
WHEREAS, the Newport Beach City Council expects the Alliance to focus on
recruiting members that have not yet played an active role in the reuse planning
process;

WHEREAS, the Newport Beach City Council expects the Alliance to focus on
activities which complement, rather than conflict with or supplant, the efforts of other
pro - airport groups and coalitions;
WHEREAS, the Newport Beach City Council is willing to fund Alliance activities
through monetary and in -kind contributions with the expectation that other Alliance
members will make similar commitments;
WHEREAS, with the exception of reimbursement of expenses and in -kind
contributions during the "start -up" phase, monetary and in -kind contributions to the
Alliance will be disbursed only pursuant to an agreement that ensure the funds will be
used to finance activities that are consistent with this Resolution as well as applicable
state and federal law;
NOW, THEREFORE, the City Council of the City of Newport Beach resolves:
1. That the City of Newport shall become a member of the El Toro Airport
Alliance;
2. That Mayor Dennis D O'Neil is designated as a member of the Board of
Directors of the El Toro Airport Alliance; and
3. Pending presentation of a formal funding agreement to the City Council,
the City Manager may authorize contributions to the Alliance of personnel,

equipment and reimbursement of actual expenses incurred in the
preparation of collateral material and airport related travel.
