SUBJECT: Tower Replacement and Repair
RECOMMENDATION:
That the City Council approve Budget Amendment BA -_ , transferring $34,500 from the
General Fund into the Fire and Marine Department account 2360 -_ _ _ , to provide for
the replacement of three ocean front lifeguard towers at $6,500 each, three bay towers at
$2,500 each, and provide structural repair to 15 towers for $7,500.
BACKGROUND:
The City owns 38 towers that have a 10 -12 year life span. We typically replace three
towers per year and repair the rest to extend their life. This does not include those towers
that are damaged due to storms or vandalism. This year we need to add three bay towers
that have not been replaced in over 25 years. Their condition is unsafe and they have been
removed from service. Due to deferred maintenance and structural design defects, more
substantial repairs are necessary for 15 towers that will add years to their life.
One alternative to wooden towers is commercially fabricated fiberglass towers. These cost
approximately $20,000 each. An amortized cost comparison has not been made between
fiberglass and wooden towers. Theoretically, fiberglass towers would have less yearly
maintenance costs and a significantly extended life span.
This item has been an ongoing project over the past five years, but did not get funded as
part of this year's budget.

To replace three ocean front lifeguard towers, replace three bay towers and repair fifteen towers.
Repairs and replacements need to be done annually, but was omitted from the current fiscal year budget.
