Re: American Red Cross Shelter Facility Agreement
RECOMMENDATION
Approve the attached Planning and Coordination Agreement designating certain City
facilities as possible locations for care and reception centers and /or shelters.
DISCUSSION
In preparing for the possibility of sheltering community members in the event of a disaster,
an agreement with the Orange County Chapter of the American Red Cross (ARC) is
proposed. It designates certain city facilities as available sites for care and reception
centers or shelters. The ARC will only open care and reception centers or shelters in their
name which are pre- designated facilities. Currently, the only pre - designated facilities in
Newport Beach are public schools of the Newport-Mesa Unified School District. During a
large scale emergency impacting the community, the City can expect that additional care
and reception facilities and shelter facilities would be necessary to respond to the
community need. If City sites are pre- designated as care and reception and shelter
facilities, this need will be served in a more timely and efficient manner.
The attached agreement was developed to reflect the City's interest in providing locations
for care and reception facilities and shelters during natural or man -made disasters.
As a result of the Northridge earthquake local governments learned that providing care and
reception or shelter locations which are familiar to community members eases the stress
for disaster victims. As an example, seniors, familiar with the OASIS Senior Center, would
be most comfortable being sheltered at this location as opposed to an elementary school.
