A. CALL TO ORDER—The meeting was called to order at 3:30 p.m.

C. PUBLIC HEARING ITEMS
ITEM NO. 1 English Tattoo Minor Use Permit (PA2014-115)

Debbie Drasler, Contract Planner, provided a brief project description stating that the applicant was
requesting a minor use permit(MUP)to allow the operation of a tattoo service business within a 425-square-
foot tenant space. A tattoo business is defined as a Personal-Services-Restricted Use, which is permitted
within the Commercial Visitor-Serving Zoning District subject to a MUP.
The facility has three (3) workstations and operates mostly by appointments. The hours of operation are
between 10:00 a.m. and 10:00 p.m., daily.
Pursuant to Chapter 20.40 of the Zoning Code, the proposed land use requires one (1) parking space per
250 gross square feet.A total of nine (9) parking spaces are required for all uses at the site and a total of ten
(10) parking spaces are provided. Therefore, no additional parking is required.
Mrs. Drasler explained that English Tattoo Company has been operating at this facility since 2011 under a
valid City business license but without the benefit of a minor use permit. The applicant noted that he was not
aware of the requirement until Code Enforcement cited them in December. No other issues or complaints
with the business have been cited by Code Enforcement or Newport Beach Police.
Furthermore, Mrs. Drasler noted that the proposed tattoo service business is registered with the OC Health
Department and regulated by the California Safe Body Art Act to ensure that safe operating procedures are
practiced.
Applicant Eileen Kirtley, on behalf of English Tattoo Company, stated that she had reviewed the draft
resolution and the required conditions.
The Zoning Administrator opened the public hearing. Seeing that no one from the public wished to comment,
the public hearing was closed.
Action: Approved

The hearing was adjourned at 3:34 p.m.
