SUMMARY: Appeal the decision of the Modifications Committee which denied a request
to change Condition No. 4 of Modification No. 4538. The Condition of
Approval requires that use of the attic space over the garage is limited to
storage only, and that the storage area is not to be used as additional living
space. The applicant is requesting that the condition of approval be changed
to allow the area over the garage to be converted to living area and used as a
home office.

pursuant to Chapter 20.89 of the Municipal Code.

SUMMARY: An amendment to Chapter 20.80 and Chapter 20.03 of Title 20 of the
Municipal Code to update land use and property development regulations
for service stations. This amendment includes a provision allowing the co-
development of convenience markets with service stations.
ACTION: Conduct public hearing; adopt Resolution No. recommending
approval or modification of Amendment 885 to the City Council; or
disapprove Amendment 885.

SUBJECT: Circulation Element of the General Plan
City of Newport Beach
SUMMARY: An amendment to the Circulation Element of the Newport Beach General
Plan to reclassify the segment of Santiago Drive located between Irvine
Avenue and Tustin Avenue from a Secondary Arterial to a Commuter
Arterial.
ACTION: Conduct public hearing; if desired, adopt Resolution No.
recommending adoption of General Plan Amendment 98 -3 (D) to the City
Council.

SUMMARY: An amendment to Section 20.65.040 of Title 20 of the Municipal Code to
place all properties in the Residential - Agricultural (R -A) District in the

SUBJECT: Planning Commission Appointments to the Newport Center Planning
Study Group.
ITEM NO. 8.
SUBJECT: Traffic Phasing Ordinance
SUMMARY: Proposed amendments to Chapter 15.40 of the Newport Beach Municipal
Code, Traffic Phasing Ordinance, to provide that circulation system
improvements required for a development are roughly proportional to that
project's impact, to allow the City Council to exempt from improvements
intersections that meet criteria established in the ordinance, and to establish
a threshold for traffic impacts that require circulation system improvements.
ACTION: Conduct public hearing. After discussion, provide staff with further
direction on additional information necessary to respond to the questions
of Commissioners and the public, and continue the hearing to April 22, .
1999.

April 8, 1999.
Item I regarding 2231 Pacific Drive (Modification Permit No. 4843) upheld the decision of the
Modification Committee to deny and is subjectto appeal or call -up by the City Council.
Item 2 regarding 930 West Coast Highway (Use Permit No. 3649) was approved and is subject to appeal or
call up by the City Council.
Item 3 regarding 2523 Eastbluff Drive (Use Permit No. 365 1) was approved and is subject to appeal or call
up by the City Council.
Item 4 regarding Service Station Regulations Update (Amendment No. 885) was recommended for
approval and is automatically forwarded to City Council.
