Demonstration for El Toro MCAS

BACKGROUND
In early 1997, the County of Orange considered the possibility of sponsoring a flight
demonstration for El Toro MCAS. The County sponsored a similar test prior to the
expansion of John Wayne Airport, which the City of Newport Beach actively participated
in and welcomed as an additional way residents could experience the proposed
changes to JWA. The El Toro Master Planning staff has finalized the parameters of a
proposed flight demonstration to take place in June or July, 1999. The proposal has
evolved significantly over the past few months to address concerns regarding noise,
aircraft type, and hours of operation. The current demonstration proposal includes the
following:
1. Noise measurements taken on all demonstration aircraft;
2. Wide variety of aircraft type, including large 747 jets;
3. Hours of the demonstration will cover two days, one weekday and one weekend,
and will include nighttime hours.
The Board of Supervisors considered the preliminary flight demonstration proposal in
January. The Board will receive a status report from El Toro Master Planning staff on
March 30th. In January, the Orange County Regional Airport Authority adopted the
attached resolution supporting the proposed flight demonstration. Individual member
cities have also taken the resolution to their respective City Councils to indicate their
position on the demonstration as well.
RECOMMENDATION
It is recommended that the Newport Beach City Council adopt a Resolution in support
of the proposed flight demonstration for El Toro MCAS.

A RESOLUTION OF THE NEWPORT BEACH CITY COUNCIL
SUPPORTING THE EL TORO FLIGHT DEMONSTRATION
Whereas, most Orange County residents who have heard aircraft noise from EL Toro
MCAS have only experienced military jet noise; and
Whereas, a new commercial airport at El Toro will host the quietest Stage III aircraft
ever designed and which are three times quieter than military jets; and
Whereas, it is difficult for the layperson to understand the actual noise impacts of new
commercial jets by reading technical noise descriptions and that an actual flight
demonstration is an effective way to document the true noise impact that residents will
hear; and
Whereas, all Orange County residents, including those in north and central County, are
concerned about the noise impact on any community that is near any Orange County
airport; and 0
Whereas, the County of Orange has proposed a flight demonstration to be conducted
in 1999, and
Whereas, the most recent demonstration proposal now includes components to
address key questions and concerns about El Toro flight operations, and
Whereas, the demonstration has a wide range of aircraft type, including the largest
747s as well as quieter, more technologically advanced jets; and
Whereas, the addition of noise monitoring equipment ensures that perceived noise
levels can be documented by actual scientific measurements; and
Whereas, the inclusion of night flights now provides an opportunity for residents to
experience the actual impact of aircraft flights during more sensitive times of the day.

NOW THEREFORE, the City of Newport Beach does hereby resolve that it strongly
endorses the proposed flight demonstration for El Toro MCAS in order to inform and
educate the people of Orange County as to the anticipated noise impacts and the
proposed flight patterns.
ADOPTED by the City of Newport Beach at its regular meeting held on the 12th day of
April, 1999.
