SUBJECT: PARKING TIME LIMITS ON HAZEL DRIVE
RECOMMENDATION:
Adopt Resolution No. 99- establishing two -hour parking on Hazel Drive from the
alley north of Coast Highway to Second Avenue.
DISCUSSION:
Residents on the 400 block of Hazel Drive have submitted a request for some form of
mitigation from the commercial parking in front of their homes. They contend that
employees of the many businesses along Coast Highway near Hazel Drive often park
on Hazel Drive during the day because available on -site parking in most cases is
limited. The residents also expressed concern that employees from the new senior
housing facility will park on Hazel Drive when the facility opens.
The Traffic Affairs Committee recommends a two -hour parking limit on this block of
Hazel Drive to reduce all -day parking by employees and to help restore the quality of
life that these residents desire.

RESOLUTION NO. 99 - .
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NEWPORT
BEACH LIMITING THE PARKING OF VEHICLES ON CERTAIN STREETS
AND RESCINDING RESOLUTION NO. 98 -53
WHEREAS, Section 12.44.010 of the Newport Beach Municipal Code provides
that when authorized signs are in place giving notice thereof, no person shall stop, stand,
or park any vehicle between the hours of 8:00 a.m. and 6:00 p.m. of any day for a period
of time no longer than two (2) hours upon such streets or portions thereof as the City
Council shall designate by resolution; and
WHEREAS, it is necessary to limit the parking of vehicles as hereinafter provided;
NOW, THEREFORE, BE IT RESOLVED that the parking of vehicles between the
hours of 8:00 a.m. and 2:00 p.m. on school days be limited to two (2) hours on the
following streets:
St. James Road 15th Street to and including 625 on the north side and
on the south side to Kings Place.
Signal Road 15th Street southerly to and including 418 on the east
side and 419 on the west side of Signal Road.
Snug Harbor Road Clay Street southerly to and including 400 on the east
side and 401 on the west side of Snug Harbor Road.
Pirate Road Clay Street southerly to and including 424 on the east
side and 427 on the west side of Pirate Road.
Clay Street South side, St. Andrews to 15th Street.
St. Andrews Road 15th Street to Haven Place; Clay Street to alley south
of Clay on the west side; Clay Street to and including
400 on the east side of St. Andrews Road.

of the centerline of 20th Street.
Bayview Way From Jamboree Road to the easterly terminus of
Bayview Way.
Marine Avenue From the alley south of North Bay Front to 60 feet

BE IT FURTHER RESOLVED that the parking of vehicles between the hours of
8:00 a.m. and 8:00 p.m. daily be limited to two (2) hours on the following streets:
Hazel Drive From the alley north of Coast Highway to Second
Avenue
BE IT FURTHER RESOLVED that the parking of vehicles between the hours of
8:00 a.m. and 6:00 p.m. except Sunday and holidays, be limited to two (2) hours on the
following street:
Avon Street Tustin Avenue to Riverside Avenue.
BE IT FURTHER RESOLVED that the parking of vehicles between the hours of
8:00 a.m. and 6:00 p.m., except Saturday, Sunday, and holidays, be limited to two (2)
hours on the following street:
16th Street
Newport Center Drive East
Newport Center Drive West
Babcock Street to Placentia Avenue, except the
easterly 220 feet on the south side.
BE IT FURTHER RESOLVED, that the parking of vehicles between the hours of
8:00 a.m. and 1:00 p.m., except Saturday, Sunday, and holidays, be limited to two (2)
hours on the following streets:
Buckingham Lane Easterly side from Westcliff Drive to Bedford Lane.

Riverside Avenue Northwest side from a point beginning 418 feet from
the centerline of Riverside Avenue at Cliff Drive and
ending 563 feet from that centerline.
BE IT FURTHER RESOLVED, that the parking of vehicles between the hours of
8:00 a.m. and 6:00 p.m., Monday through Thursday, except holidays, be limited to two (2)
hours on the following street:
Clubhouse Avenue Short Street to the Rialto.
BE IT FURTHER RESOLVED, that the parking of vehicles between the hours of
8:00 a.m. and 6:00 p.m., Tuesday through Thursday, except holidays, be limited to two
(2) hours on the following streets:
Clubhouse Avenue Short Street to the Rivo Alto.
Short Street Newport Boulevard to Clubhouse Avenue.
BE IT FURTHER RESOLVED, that the parking of vehicles between the hours of
8:00 a.m. and 5:00 p.m. weekdays be limited to two (2) hours on the following streets:
Tustin Avenue Avon Street to 300 feet northerly of Avon Street.
Ocean View Tustin Avenue to 350 feet northerly of Tustin Avenue.
BE IT FURTHER RESOLVED, that the parking of vehicles between the
hours of 8:00 a.m. and 4:00 p.m. Monday through Saturday be limited to two (2) hours on
the following street:
Cliff Drive South side from the westerly limit of Cliff Drive Park to
San Bernardino Avenue

BE IT FURTHER RESOLVED, that the City Traffic Engineer be and hereby is •
directed to erect all necessary signs at the above locations.
BE IT FURTHER RESOLVED, that Resolution Number 98 -53 is hereby rescinded.

RE: RESIDENT PARKING IN OLD CORONA DEL MAR

As a resident of old Corona del Mar, We are writing this letter with reference to resident parking.
Certainly, this topic has been discussed and rehashed for marry years; however, with the advent of the
new retirement home soon to open, would like to revisit this in hopes of resolving what we see as an
obvious and growing problem.
Living at 418 Hazel, we have many businesses that use our residential streets) to secure parking. The
businesses that directly affect us are: The Dog Wash, Simone Harr Salon, Nagisa, Five Crowns as well
as others we are less familiar with In all fairness, our concern is not their customers that come and go
during the day. It's the business owners and their staffs) who parks in front of our homes and
sometimes driveways that cause the inconvenience. Referenced area includes Hazel Drive from Second
Street to the traffic island before Coast Highway.
With the opening of the Birtcher's Retirement Center, we will be facing new problems with traffic,
parking and of course, our views. This is a very large business and no matter what we are told about
bussing in staff members and parking on site, they will learn to park on our street(s) and in front of our
homes. We think the City needs to come up with a solution that not only prevents more problems, but
also alleviates the wisting situation.
As a solution, we suggest Restricted Parking by Permit 7 days a week, from 8:00 a.m. to 8:00 p.m. for
anything longer than two hours. Said parking permit will be available to residents for a fee, not
commercial owners. As an owner and resident, our friends and visitors would enjoy being able to park
near our own home and we think that this system would work on our street.
