Adopt Resolution No. 99- establishing two -hour parking on Hazel Drive from the alley north of Coast Highway to Second Avenue. 2. Approve or deny the request to introduce Ordinance No. 99- amending the Newport Beach Municipal Code Section 12.68.060 to establish a Residents' Preferential Zone on Hazel Drive from the alley north of Coast Highway to Second • Avenue. • Background During the City Council meeting of May 10, 1999, a request from residents on the 400 block of Hazel Drive for some form of mitigation from the commercial parking in front of their homes was considered. The residents were concerned that employees of the many businesses along Coast Highway near Hazel Drive often park on Hazel Drive during the day because available on -site parking in most cases is limited. The residents also expressed concern that employees from the new senior housing facility will park on Hazel Drive when the facility opens. The residents further indicated that they not only wanted a two hour parking limit, but also a permit program so residents would be exempt from the two hour restriction. The City Council directed staff to prepare a report discussing this request in more detail. Two Hour Parking The Traffic Affairs Committee met with residents of Hazel Drive in October 1998 and again in April 1999 to discuss the parking issue on their street. TAC recommended that a two -hour parking restriction be imposed. Time limit parking has been implemented as a first step in several areas of the City and has often been effective in addressing parking by non - residents. F: \Users\PBW\ Shared \COUNCIL \FY98- 99\May- 24MIazel Drive Parking.doc SUBJECT: Parking Time Limits on Hazel Drive May 24, 1999 Page 2 Residents' Preferential Parking Permits The City Council has previously implemented Residential Permits in two areas of the is City; Zone 1 is all of Newport Island and Zone 2 is an area around Newport Harbor. High School. The Zone 1 program is in effect 24 hours a day between May 15 and September 15 each year and was established in 1981. Each vehicle parked in Zone 1 must have a permit. The Zone 2 program is in effect during school days from 8 AM to 6 PM but allows two -hour parking without a permit. Zone 2 was established in 1996. Both programs allow a resident to obtain up to three permits in any combination of fixed or transferable. Each permit is $10 annually. The Newport Island program was established in response to parking problems specific to the Island. Many properties had only a single car garage and most of the narrow streets allow for parking only on one side. The program in the vicinity of Newport Harbor High School was created in response to complaints that students and other visitors to the school were parking on residential streets rather than using the schools parking lots. Corona del Mar Issues Due to the proximity of commercial and residential uses and the general lack of off- street parking for businesses, parking has been an issue for many years in Corona del Mar. In 1959 the City Council adopted one hour parking on Coast Highway so there • would be parking turnover for business customers. In 1970 the one -hour parking was extended to the first 100 feet or so on most of the sidestreets. This designation of one - hour parking forced those employees whose businesses did not have off - street parking to utilize the adjacent residential streets. Should the City Council decide to implement the two -hour parking restriction, with or without a permit program, on this one block of Hazel Drive, the employees that are now parking there will be forced to park in front of other resident's homes. This potentially could lead to additional requests for equitable treatment. An additional consideration is that to the extent requests are received from residents living south of Coast Highway, their area is covered by the Coastal Act and any parking restrictions would have to be approved by the Coastal Commission. It is doubtful, based upon past contacts by both staff and our consultants, that either a two -hour restriction or a Preferential Residential Permit program would be approved. This could have the undesirable result of concentrating employee parking on the residential streets south of Coast Highway. f: \users\pbw\shamd \council \fy98- 99\may- 24\hazet drive parking.doc SUBJECT: Parking Time Limits on Hazel Drive May 24. 1999 Page 3 Enforcement Considerations Any new parking restriction adds to the workload of the parking enforcement section of the Police Department. Certain types of restrictions require more enforcement time than others. For example, red curb, NO PARKING signs or parking meters are relatively enforcement efficient because either the vehicle is in compliance or it is in violation. Time limit enforcement requires a chalking of tires and a return visit later in the day to look for violations. Permits, especially transferable ones, can result in increased enforcement if they are not properly displayed. In the case of Hazel Drive, the Police Department representative on the Traffic Affairs Committee did not oppose a two -hour limit because enforcement personnel were already in the Corona del Mar area to enforce the one -hour limits. The addition of a short distance along Hazel Drive to an enforcement patrol would be a negligible increase. If such a program became more widespread additional personnel would be required. Another enforcement issue is that often the residents' expectations for enforcement cannot be met. The Police Department staffing level may only provide for patrolling a street such as Hazel Drive once a day. Residents may call for additional enforcement that cannot be provided. Hazel Drive Specifics Hazel Drive has several, related features that make it different from the other "flower' streets in Corona del Mar. These unique characteristics would enable the City Council to differentiate the 400 block of Hazel Drive from other seemingly similar streets. This would allow them to implement two -hour parking and a Preferential Residential Parking Permit program without establishing a precedent that might lead to a landslide of similar requests. The distinguishing feature is that the homes must take access off of a street since there isn't an alley on either side of the street. On the easterly side, the properties extend from Hazel Drive to Buck Gully and on the westerly sided they extend from Hazel Drive to Poppy Avenue. This results in driveway openings on the street which reduces the amount of on- street parking. There are only nine parking spaces to serve the eleven properties located between the alley north of Coast Highway and Second Avenue. Thus the ratio of on- street parking spaces to the number of properties is significantly less than on the other parallel streets. Conclusion There is a logical basis for managing the on- street parking on Hazel Drive differently from parking on other streets in Corona del Mar. The Police Department presently has personnel in the area to enforce the one -hour restriction in other areas and this short street segment would not result in the need for additional staffing. Parking on the portion of Hazel Drive between the alley northerly of East Coast Highway and Second Avenue shall be limited to two (2) hours duration, between the hours of 8:00 a.m. and 6:00 p.m., except by permit. Section 2: The City Clerk shall cause the same to be published once in the official newspaper of the City, and it shall be effective thirty (30) days after its adoption. NEW BUSINESS: Items were discussed out of order from the meeting agenda. c) Request to review speed concerns on Bay Avenue @ Adams Street (Balboa). Mr. Tom O'Loughlin, a resident at 428 E. Bay Avenue, expressed his concerns about the speed of cars exiting the ferry and turning on to his street. He asked staff if installation of a speed limit sign or dips in the roadway would remedy the speeding problem. City Staff Traffic Affairs Committee (TAC) April 14. 1999 Page: 2 Based on a 2 -day speed survey of Bay Avenue using a radar gun, it was initially determined that 85th% speed on Thursday, April 8th between 10:15 AM and 11:20 PM was 16 mph and 85th% speed on Friday, April 9th between 11:40 AM and 1:00 PM was 20 mph. Staff felt that although the speed survey did not show excessive speeds, the study should be continued on a 24 -hour basis through the weekend to gather more data. COMMITTEE ACTION: Continue item for further discussion after additional volume and special data is collected. b) Request to review valet parking operation at Portofino Beach Hotel and Renato Restaurant (McFadden Square). Mr. Kenneth Ricamore, owner of Portofino Beach Hotel, asked staff what could be done to improve the valet parking situation for his hotel and the Renato restaurant. The possibility of moving 2 of the hotel's 3 loading zone parking spots • from in front of the hotel to 23rd Street and leaving only 1 spot in front of the hotel was discussed as a possible solution. Mr. Ricamore agreed to consider the options and return to next month's meeting for further discussion. COMMITTEE ACTION: Continue item for further discussion at next meeting. d) Update on Hazel Drive parking. Mr. & Mrs. Grandinette requested that staff place a council memo from 1998 on an upcoming City Council Agenda. Apparently there was a staff report last year that Mayor O'Neil removed from the agenda and suggested it be deferred until after the newly elected councilmembers had been seated. COMMITTEE ACTION: Recommend that 2 -hour parking be established from alley north of Coast Highway to Second Avenue. This item will be placed on City Council Agenda . for May 10, 1999. Judith Threshie of Francis -Orr Stationery requested that the hours for street sweeping along Goldenrod Avenue be changed to provide more hours of on- street parking during peak business hours of the neighboring coffee shops and bagel store. Ms. Threshie asked if street sweeping signage could be removed from Goldenrod Avenue altogether, and this would provide more hours of on- street parking for the other establishments and limit their customer's use of her parking lot. Ms. Threshie also requested that the street sweeping signs be bagged temporarily during the reforestation work on the City sidewalks in the next week. Ms. Threshie reported that Starbuck's has exceeded the 20 -seat limit by installing 6 more seats and 2 tables in their establishment . without a permit to do so. COMMITTEE ACTION: Continue to next meeting. Ms. Threshie is to discuss with property owners along Goldenrod Avenue and complete petition to determine if residents support or object to removal of street sweeping. 4. PRIOR BUSINESS: 4. Certainly, this topic has been discussed and rehashed for many years; however, with the advent of the new retirement home soon to open, would like to revisit this in hopes of resolving what we see as an obvious and growing problem. Living at 418 Hazel, we have many businesses that use our residential street(s) to secure parking. The businesses that directly affect us are: The Dog Wash, Simone Hair Salon, Nagisa, Five Crowns as well as others we are less familiar with In all fairness, our concern is not their customers that come and go during the day. It's the business owners and their staff(s) who parks in front of our homes and sometimes driveways that cause the inconvenience. Referenced area includes Hazel Drive from Second Street to the traffic island before Coast Highway. With the opening of the Biricher's Retirement Center, we will be facing new problems with traffic, parking and of course, our views. This is a very large business and no matter what we arc told about bussing in staff members and parking on site, they will learn to park on our strect(s) and in front of our homes. We dunk the City needs to come up with a solution that not only prevents more problems, but also alleviates the existing situation. As a solution, we suggest Restricted Parking by Permit 7 days a week, from 8:00 a.m. to 8:00 p.m. for anything longer than two hours. Said parking permit will be available to residents for a foe, not commercial owners. As an owner and resident, our friends and visitors would enjoy being able to park near our own home and we think that this system would work on our street. Because Hazel Drive is a unique street in Corona del Mar witn very mile residential parking and no alleys, the City of Newport Beach has agreed to work with the residents to author and test a residential parking permit. Lower Hazel Drive includes Nine Homes; the available parking places in front of these residences include eleven. The proposal is that these eleven spaces be limited to 2 -hour parking unless you are a resident with a temporary parking permit.
