Harkless, City Clerk DATE: June 14, 1999 SUBJECT: ADOPT RESOLUTION NO. 99 -_ REDUCING THE NUMBER OF MEMBERS ON THE ARTS COMMISSION FROM NINE TO SEVEN EFFECTIVE JULY 1, 1999 AND CONFIRM THE NOMINEES FOR BOARD AND COMMISSION VACANCIES. RECOMMENDATION Adopt Resolution No. 99 establishing the number of Arts Commissioners to be seven (7) and amending Resolution No. 93 -46; and confirm the nominees as follows: Board of Library Trustees (2 Vacancies) Nominees: Patrick Bartolic Julie Ryan Mary Petropoulos City Arts Commission (3 Vacancies) (If resolution reducing number of members is adopted, there will only be 1 vacancy). Nominees: Karen Raab Lila Crespin Don Gregory Tom Staple Catherine Michaels Civil Service Board - (1 Vacancy) [Civil Service Board Nominees] Nominees: James Dunlap, Jr. Douglas Wood June 14, 1999 Page Two Parks, Beaches & Recreation Commission (2 Vacancies) Nominees: Timothy Brown Stuart Macfarland Jules Marine Curtis Herberts Planning Commission (2 Vacancies) Nominees BACKGROUND Robert Patterson Christi Bettingen Steven Kiser Anne Gifford At the regular meeting of the City Council held on May 24, 1999 the City Council ratified the Mayor's appointment of Mayor Pro Tem Thomson, Council Member Glover and Council Member Ridgeway to serve on an ad -hoc Appointments Committee to review applications and make recommendations to the full Council for the Board and Commission vacancies scheduled to occur on June 30, 1999. At the conclusion of the application period (Wednesday, May 12, 1999) the committee reviewed the applications on file and subsequently conducted interviews on Wednesday, June 2, 1999. During the review and interview process, the Appointments Committee discussed reducing the number of members on the Arts Commission from nine to seven. Based on the fact that some commissioners have felt that having nine members is too large a group to reach consensus early, the Appointments Committee is recommending that the Council adopt a resolution reducing the numbers of members from nine to seven. The final appointments will be made on Monday, June 28, 1999. All new terms will be effective on July 1, 1999 with an expiration date of June 30, 2003. LaVonne M. At the time of the first nomination in 1997, although qualified, I did not have sufficient experience in civic leadership to warrant appointment. Later that year, I was again nominated for an "unexpected" vacancy on the Commission. Although I had initiated some activity to bolster my background in local government, my experience was still rather limited and I was not appointed. Since that time, in my view, I have made great strides in bolstering both my knowledge of the community and local government. I was just recently select to participate in the Newport Beach Police Department's Citizen's Police Academy Class # 3, beginning in June. The purpose of this program is to increase the citizen's understanding of Police Department's operations. This past year, I have been a member of the Leadership Tomorrow Class of 1999. We have completed eight of nine workshops for community topics ranging from Education, Health and Human Services to issues in Transportation as well as Water. The remaining workshop in Local Government is later this month and graduation is slated for June 3. In addition, I have just been nominated for a seat . on the Board of Directors for Leadership Tomorrow. In the spring of 1998 Councilwoman Jan Debay appointed me to an "alternate seat" on the City's Aviation Committee from District 2. 1 am just now completing my first year of service on that committee. During this time, the Committee has focused on issues associated with the proposed commercial airport at El Toro, expansion of retail space at John Wayne Airport and the upgrading of noise monitors in compliance with the "settlement agreement ". I have remained involved in a number of community activities and programs. I am active in fundraising for two local charities; the Orange County Food Distribution Center and Christmas in April. I am also actively involved in the Arts. I am a supernumary for the Opera Pacific as well as a Patron. I help plan and organize a variety of fundraising events for Opera Pacific including a golf tournament. I am a volunteer for the Toshiba Senior Men's Golf Classic, which directly benefits the Hoag Hospital Foundation. I am also a resident member of the Newport Harbor Area Chamber of Commerce. With respect to the duties specific to the P,B & R Commission, through my discussions with City Council Members since my original nomination, I am aware that issues concerning the removal or sustaining trees presents a major challenge to the Commission. My position on this issue would generally fall along the lines that before a tree could /should be removed, a citizen would have to olL show a compelling reason why the tree should not remain before I would support it. Another issue that is frequently raised is the use of alcoholic beverages on the beach. My view on this is that there are inherent risks associated with the recreational activities in or around the ocean. Permitting the consumption of alcohol while on the beach would only serve to exacerbate those risks. Since I believe that Newport Beach has the duty to make our beach as safe as possible for those who use it, it would be unlikely for me to support a change in this ordinance. Finally, On the issue of whether the participants in adult recreation programs should continue to contribute to the costs associated with providing the activity, as a participant in three programs myself, I would say yes. Charging a nominal fee for the program fosters a sense of ownership in the participant of the equipment as well as the facility. This sense of ownership tends to make the participant more responsible for all his or her actions while involved the class or program. As I have in the past three years, remain enthusiastic toward the opportunity to serve as a Newport Beach City Commissioner and look forward to the opportunity to talk with the Committee further as to my qualifications for the nomination. Swies REFERENCES DESIRE TO SERVE AS PLANNING COMMISSIONER My term of service to date as a planning commissioner has been very rewarding. I've experienced the learning curve, had the opportunity to attend a number of workshops and seminars, and now have a variety of experiences with most our problematic issues. By education, background and temperament, I believe I am suited to serving in areas where determinations are made based on fact - finding and the application of policy or law, and where an exploration of underlying interests can lead to effective solutions which balance competing interests to the benefit of the larger community. I believe that as a Planning Commissioner I've contributed to a culture on the Commission which is focused not on ideology, but on a search for good planning solutions through productive, explorative and collegial discussion. A General Plan Advisory sub - committee of the Planning Commission has recently been formed. I am on this committee and I would very much like to continue my involvement, applying my learning and experience to date to this project, working to bring to the Planning Commission and the City Council a well developed set of recommendations to work with, which particularly address the matters which have caused the greatest concern in the past.
