Re: Request for Co- Sponsorship by the Balboa Performing Arts Theatre Foundation
The Balboa Performing Arts Theatre Foundation has requested that the City co- sponsor a Run
for the Arts for the benefit of the Balboa Theatre renovation project. The May 7, 1999 letter
from Dayna Pettit, President, Board of Directors is attached.
RECOMMENDATIONS
a) Approve City co- sponsorship of the Run for the Arts, without assumption of any costs of the
run which might be borne by the City.
or
b) Approve co- sponsorship of the Run for the Arts, and waive City costs, not to exceed
$5,000.
or
c) Abstain from co- sponsorship of the Run for the Arts.
BACKGROUND
Bay to Beach Run
The City Fire and Marine Department, in 1995 in conjunction with the Surfrider Foundation,
conducted 5K runs similar to that proposed by the Balboa Performing Arts Theatre Foundation.
The total revenue of the 1996 race was $21,134; net profit was $8,780. In 1997, total revenue
was $19,317; net profit $3,192. No City costs for the races were reimbursed, with the
exception of the 1997 General Services staff costs for race day activity.
Corona del Mar Scenic 5K
The City, through the Community Services Department, annually co- sponsors the Corona del
Mar Scenic 5K Race with the Corona del Mar Chamber of Commerce. The event, now in its
18th year, is one of the City's major recreational events. Profits are shared by the City and the
Corona del Mar Chamber of Commerce.
In 1998, total race revenue, sponsorships and entry fees, were $72,199; total expenses,
$33,936. The net "profit" was equally divided between the City and the Chamber.
The race was charged $1,343 for the cost of part -time Community Services staff hired for the
race itself. Other staff costs, from Community Services, General Services, and the Police
Departments, and the special event permit, all totaling $15,470, were not charged to the race.

The Balboa Performing Arts Theatre Foundation respectfully requests your
involvement as a "co- sponsor" with the Foundation of a 5K Race to be held
in Balboa on Saturday morning, October 16, or Saturday, October 23. This
"Run for the Arts" will replace the prior "October 5K" that was put on for
three years in Balboa with the Marine and Fire Departments lending their
support to the Surfriders Foundation.
The Theatre Foundation has determined that this former popular event is a
great way to keep "the Balboa Theater rennovation" as an important focus in
our community, particularly now that the Birtcher Construction Services will
begin actual construction. The first phase, i.e. the seismic upgrade, will
include major demolition, to ready the theater for the actual reanovation,
which will begin as soon as the seismic is concluded, 60 to 90 days from this
date. We have the 5207,000 required for this first phase, in the bank, but it
is critical that we continue to keep a "high profile" because of our ongoing
efforts to raise the balance of needed funds to bring our project to
conclusion, late fall of 2000.
We are delighted to be a "working partner" with the City of Newport Beach
in this project that will be the impetus for economic revival of downtown
Balboa. Thanks very much.

Dear Mayor O'Neil, Ladies and Gentlemen of the Council;
We wanted to give you an update of the status of affairs for the Balboa
Performing Arts Theatre Foundation.
We launched our "DIVAS of the Balboa Theater" on Wednesday night at a
coming out party for the Guild that will be the support arm of the
Foundation, and we were thrilled with the enthusiastic response. Well over
80 women attended and many have already announced their support and sent
in their dues. A copy of their statement and goals is attached.
We have hired an Executive Director and are very excited about her
background and her credentials. She will be giving notice at her current
employer on Tuesday, June 15, after which time we will be presenting her to
you and to the community.
We have almost $400,000 in the bank at the present time and our seismic
construction will begin on Wednesday, June 16th, under the guidance of
Birtcher Construction Services.
We are holding our next concert at the Balboa Pavilion on September 9,
1999, which will feature REUNION (formerly "The Lettermen" on Capital
Records). Invitations will be sent out mid July.
And, finally we are planning our First Annual RUN FOR THE ARTS, to
benefit the Balboa Performing Arts Theatre Foundation with a high
community profile, and we hope you will join us in this effort.

govern the general membership. The guild will operate on a fiscal year beginning in

organizing and supporting the most important community fundraiser for the theater.
Plans will involve a countywide community effort to announce the return of the theater.

The Board of Directors will consist of (10) elected officers who govern one focal
year. They will meet monthly to discuss and plan all guild activities. They will promote
a variety of activities for the guild that involve men, women and children. They will
produce quarterly ACTS to promote camaraderie with general membership. The first
appointed Board of Directors will document the bi -laws and voting process for the
guild. The following officers will be appointed:
