SUBJECT: Emergency Power Supply for City Hall, Zone II
RECOMMENDATION
Authorize the acquisition and installation of an emergency power supply for City Hall
through a sole- source bid, deeming the project of urgent necessity for the preservation
of life, health, and property, with the project not to exceed $90,000. In order to pursue
this project with a sole- source bid, this Agenda Item must be approved with a minimum
of 5 votes, according to Section 1110 of the City Charter.
DISCUSSION
At the June 14, 1999 City Council meeting, the acquisition of an emergency power
supply for City Hall was approved as a checklist item on the 1999 -2000 Budget. The
request for emergency power evolved from the City Emergency Preparedness
Committee (EPC). The EPC views the issue of emergency power as an important
component required for the City's emergency organization based on both life safety
priorities, as well as the continuity of government.
In order to complete the acquisition and installation of the emergency power system, by
the Year 2000, the City must alleviate the time spent in preparing bid documents, plans
and specifications, for a normal public works bid process. Due to the nature of the
project, the lead time necessary to acquire the power supply, and the time required for
installation, the remaining twenty weeks in the year approaches the minimum required
to complete this project.
As an alternative to the design, bid, and build approach, the Public Works staff met
with Duthie Power Services, who have provided the Utilities Division with Generators
in their preparation for the year 2000. Duthie Power will essentially provide
design /build services, whereby plans will be prepared by Duthie and submitted to the
Building Department for approval. At the same time the Building Department is
reviewing the plans, the generator manufacturing will be taking place.
Duthie Power has provided the City with a price quotation, coming in approximately
$15,000 under the budget set at $105,800. In addition to the Utilities Division, the City
employs Duthie Power Services to service the Fire & Marine Department generators,

and has used the company in the past to purchase generators. Upon exploration, it has
been found that Duthie Power Services has regularly quoted among the low or middle
bids for our City, as well as for other agencies, such as the Costa Mesa Sanitation
District.
Duthie Power Services can provide the power supply with the specifications we require
prior to the end of the year, if the Council chooses to approach the project in the manner
described above. Though Duthie will not guarantee delivery, their current generator
manufacturing is taking 16 weeks for delivery
Since the City Emergency organization depends on the continuous function of
telecommunications, MIS, GIS, and other resources located at City Hall, these
components are necessary for effective response to emergencies. Failure of these
systems within City Hall could result in a situation costing emergency responders time,
information, communications, and resources. These factors will impact the City's
response to any type of emergency and could worsen the negative effects of an
emergency situation.
In addition, by providing emergency power to these two buildings, the public will have
access to Fire Administration, Public Works and Building Departments and the City
Attorney's Office during long -term power outages.

Duthie Power Services does not guarantee installation timeframe or equipment
availability. Since we are not the manufacturer, it is iimpossible to account for all the
variables which must be taken into account when a complex item such as these are
manufactured. I have included the manufacturers shipping timetables. Please note the
generator identified (12 liter) is presently 12 —16 weeks out. As'aresult, it will not be
possible to "GUARANTEE" the i nstallatidn by Christmas, however please be assured we
at Duthie Power Services are committed to providing the very best service to our
customers since generator services ( Sales, Installations, Service and Rentals) are the only
services we perform. .
