SUBJECT: Funding for the Orange County Regional Airport Authority
BACKGROUND
On August 9, 1999, the City Council approved a professional services agreement for
Peggy Ducey to act as the Executive Director of the Orange County Regional Airport
Authority ( OCRAA). OCRAA now has fifteen cities as members, up from only seven in
1998 when Ducey assumed the primary staff position. As OCRAA has grown, its ability
to influence the El Toro process has also grown. The participating cities have strong
public information networks that reach deep into their respective cities. They also have
public officials and business leaders that are ready and willing to become more involved
in the El Toro issue, both as advocates within their own communities and as leaders
with other local, state, and federal leaders and officials.
The attached letter from Peggy Ducey, OCRAA Executive Director, requests funding
assistance, totaling $150,000, from the City of Newport Beach to help meet the goals of
the organization during this last phase of the reuse planning process. As a Joint Powers
Authority, OCRAA members are fully aware that public funds cannot be used for any
activities related to the proposed airport- related initiative. Newport Beach City Attorney
Burnham acts as OCRAA's legal counsel, and can assist in monitoring any public
information materials distributed by OCRAA members. Executive Director Ducey has
also committed to seek additional funds as well as in -kind contributions to help defray
the cost of OCRAA's program.
To date, the City has contributed the following amounts to various pro - airport groups:
Orange County Airport Alliance $203,000
Citizen's for Jobs and the Economy $275,000
Airport Working Group $200,000
RECOMMENDATION
It is recommended that the City grant OCRAA $150,000 to partially finance the work
program as outlined in the attached OCRAA staff report.

SUBJECT: OCRAA PROGRAM OUTLINE
Over the next year, the County will complete the El Toro reuse planning process and
submit the Environmental Impact Report and the Airport Master Plan to the federal
government for review and final conveyance of El Toro MCAS. As a joint powers
authority composed now of fifteen cities, OCRAA is in a unique position to become a
strong force in the reuse planning process.
The primary objective and goal of the Authority is to actively participate in the El Toro
reuse planning process to represent and protect the interests of the Members and their
constituents. The Authority supports a commercial aviation reuse of El Toro provided
JWA continues to function as a commercial airport and both facilities are operated in a
manner sensitive to the interests of nearby residents. To achieve these objectives the
Authority shall:
A. Disseminate accurate information about the proposed commercial aviation
reuse of El Toro including the need for and benefits of a second
commercial airport, the consequences of a decision not to approve a
commercial aviation reuse, the manner in which the airport is proposed to
operate and the impacts of a commercial aviation reuse.
B. Adopt a statement of position on the El Toro reuse planning process and
the proposed Master Plan that is consistent with the Authority's support of
a two airport system and intent that the Master Plan fully protects the
quality of life for those who live near El Toro.
C. Participate in the El Toro reuse planning process and make
recommendations to the CAC and the LRA relative to the proposed
Master Plan, the proposed dual airport system, the non - aviation uses
proposed in the CRP, the ETRPA. non - aviation plan proposal and the
appropriate interim civilian uses of El Toro.
D. Receive and evaluate information regarding any proposed alternative to a
commercial aviation reuse of El Toro and make recommendations to
appropriate officials relative to the feasibility of the proposal.
E. Meet with local, state and federal officials to discuss the El Toro CRP, the
Master Plan, any non - aviation uses proposed by the LRA and any non -
aviation proposal submitted by ETRPA or other agency.
To meet these goals, it is proposed that OCRAA implement the following program over
the next year:
I. Public Information Program: Currently, the Orange County Airport Alliance and
the County of Orange are developing excellent public information materials.
However, unless they are widely distributed, they will not be effective. Each
member City has a variety of public information networks that can readily and
effectively distribute existing public information materials. These networks
include City Newsletters and websites, Water /Utility Bill inserts, Recreational
Bulletins, and local government access channels. In fact, currently six member
cities are broadcasting the Orange County Airport Alliance videos on a regular
basis.
A strong local public information program also needs a strong local community
outreach component. We need to more effectively use the local city newspapers
for articles and guest editorials, as well as more aggressively use service and
community clubs to make presentations and provide information.
There is also a need for an aggressive countywide media relations program. As
we near the end of the planning process, the major County newspapers are •
focusing more and more on the El Toro issue. At this time, no organization has a
strategic, active media relations program. Given OCRAA's diverse Board, and
the specific benefits that our member cities would enjoy from an airport, it is
logical that OCRAA take the lead in promoting accurate and thoughtful media
information about the reuse of El Toro.
2. Local, State and Federal Advocacy: It is critical that local, state and federal
officials involved in the planning process know that there is widespread support
for the reuse planning process. To date, the County and ETRPA have been the
only organizations regularly communicating with federal officials. It's important
that OCRAA become much more engaged at the federal, state, and local level to
aggressively communicate our position on the planning process. This means a
commitment to meet with officials in Washington, Sacramento, as well as work
more closely with local staff of these representatives. This requires a
commitment from member cities to allocate travel time as well as identify local
funds to defray travel costs directly billed to OCRAA.
3. Strategic Policy Activities: OCRAA's position has always been that it supports a
"community friendly" airport and even adopted a policy statement that generally
outlined the operational guidelines to achieve this goal. Given that we are
approaching the end of the planning process, the timing is right to more
specifically begin to explore operational procedures that would also protect the
is surrounding community.
These activities will require additional staff support to the Executive Director, both is
public and media relations, technical advise, and support materials. Attachment A is a
proposed budget. It is recommended that the Executive Director be authorized to
submit a funding request for $276,000 to the City of Newport Beach to finance the
proposed activities.
RECOMMENDATION
Approve OCRAA program and proposed budget and authorize Executive Director to
submit funding request to the City of Newport Beach.
