Environmental Quality Affairs Citizens Advisory Committee (EQAC). BACKGROUND Council Member Adams contacted the City Clerk's Office on September 3, 1999, to make the following appointment to EQAC: District 4 (Member) Jennifer Winn District 1 member Martin Weinberg resigned from EQAC on August 16, 1999, and District 1 member Don Gregory was appointed to the City Arts Commission on June 28, 1999. Pursuant to City Council Policy A -2 adopted on July 12, 1999, appointees shall serve only on one standing City Board, Commission or Committee at any time. Council Member Ridgeway contacted the City Clerk's Office on September 8, 1999, to make the following appointments to the EQAC: District 1 (Member) Louis Von Dyl District 1 (Member) Elaine Linhoff LaVonne M. As a professional planner, I am experienced in the areas of environmental evaluation and citizen communication which are the purview of this committee. In addition to my technical experience in environmental review, I have a strong background in design. Urban design and the built environment are important factors in Newport citizens' quality of life. Some specific projects that demonstrate my qualifications are the following: Environmental processes and legal framework of municipal operations • I have managed approximately 100 development proposals for the City of Irvine, coordinating review of the project with all interested parties, working with architects, engineers, and developers to propose alternative designs and resolve conflicts where possible, writing the staff report to analyze and make a recommendation, and taking the project through the approval process. Examples of these projects include residential. developments, cellular transmitting facilities, vehicle storage yards, sign programs, street landscape plans, and solid waste facilities. Project management includes analyzing projects according to the California Environmental Quality Act. I have written Initial Studies and Negative Declarations of Environmental Impact under CEQA, or coordinated with an EIR consultant. I have evaluated subsequent results in the field upon project construction. • I have also managed long range projects including a comprehensive General Plan update and, most recently, a master plan for 4000 acres of the City's future open space lands. • Examples of specific environmental issues associated with project analysis: 1. Assisted in developing a city policy and ordinance to encourage ecologically sound landscape planning. 2. Solid waste transfer station water quality 3. Impacts of recreational use on habitat open space A comprehensive point of view • City planning seeks a balance between traditional environmental issues and the need for shelter and economic activity. I understand the need for regulation on behalf of public welfare and community values, as well as the business owner's need to be responsive to the marketplace, and the individual's rights to the use of his or her property. My, experience includes providing a preliminary analysis to business people of their development proposals, including assessment of technical and community values issues that will need to be addressed during formal project review. • Planners are responsible for educating citizens about land use to counteract some prevailing misconceptions (for example, that every development creates an undesirable level of noise and traffic, that low density is always "better" than high density) and maintaining public dialogue. Urban design • Wrote zoning design guidelines for a mixed density 200 acre 2500 unit residential village (Irvine Planning Area 5) to incorporate public safety and aesthetic concerns of adjacent residents 0 Jennifer M. Winn - Application For Environmental Quality Advisory Committee • Designed conceptual landscape alternatives to incorporate pedestrian connections and • opportunities for public art into the public right -of -way in a proposed residential development of approximately 4000 dwelling units. 0 • Interaction with homeowners' associations and other agencies: • Presentations to the City of Irvine Senior Council • Worked with the City of Irvine Public Transportation Committee to provide input on General Plan issues • Provided staff support for a citizens' committee to advise the City Council on the draft General Plan • Formed and provided staff support for a citizens committee on the Southern Open Space Master Plan • I regularly write letters on behalf of City management and council members to clarify the City's position to homeowners and businesses on land use issues. • I act as the City's voting representative on the Transportation Corridor Agencies Aesthetics Committee • Regularly interact with the US Census bureau, various OC agencies the Regional Water Quality Control Board, State Department of Fish and Game, US Fish and Wildlife Service and the Nature Reserve of Orange County • Assist the public on development and zoning questions, demographics, more complex planning issues. • Have created many graphic tools, such as brochures and exhibits, explaining planning concepts jw /jcnres1NB- EQACapp -5 -99 Jennifer M.
