DISCUSSION: The proposed project is an amendment to the Circulation Element of the Newport Beach General Plan to reclassify the segment of Santiago Drive between Irvine Avenue and Tustin Avenue from a four -lane Secondary Road to a two -lane Commuter Roadway. A detailed traffic study was prepared which documents that a two -lane road will be more than adequate to handle current and projected traffic levels. On April 8, 1999, the Planning Commission reviewed the proposal and recommended approval . of General Plan Amendment 98 -3(D) to the City Council. Copies of the Planning Commission Resolution, Minutes and staff report are attached for information. Concurrent with the City approval, the reclassification has been processed with the Orange County Transportation Authority (OCTA) as a change to the Master Plan of Arterial Highways (MPAH) to ensure continued consistency between the two agencies. The OCTA Board approved the change on July 12, 1999. The reclassification on the MPAH extends from Irvine Avenue to Orange Avenue in Costa Mesa. Planning Commission Minutes April 8, 1999 • Orange County Transportation Authority guidelines have been and will continue to be adhered to. • There is no foreseeable need to widen this to a four -lane road within the next twenty or thirty year horizon. • There is now a means for the residents to have additional neighborhood traffic controls. Public comment was opened. Irene Dunlap, 2201 Santiago Drive - spoke in support of this process noting the quality of life, appreciates the hard work of both her neighbors and the staff. She questioned the category as a commuter roadway, is there anything else that can take place that is not obvious? Mr. Edmonston answered that it remains on the City and County Master Plans as an arterial highway, currently posted with weight restrictions. It is the Council's intention to minimize the use of that road. This change will make it easier for additional restrictions to be applied by Council in the future. Public comment was closed. INITIATED BY: The City of Newport Beach RECOMMENDATION: • Conduct public hearing; if desired, adopt Resolution No., recommending adoption of General Plan Amendment 98 -3(D) to the City Council. Background The subject segment of Santiago Drive is currently shown on both the Newport Beach Master Plan of Streets and Highways and the Orange County Transportation Authority (OCTA) Master Plan of Arterial Highways (MPAH) as a secondary arterial. A secondary arterial is a four lane, undivided roadway which can accommodate up to 23,000 vehicles per day. The City Council directed staff to pursue the downgrading of Santiago Drive to a Commuter roadway between Irvine Avenue and Tustin Avenue in 1997. On the City Master Plan of Streets and Highways, a Commuter roadway is a two lane street which can accommodate up to 10,000 vehicles per day. Analysis In order to be eligible for Measure M funding, the City's Master Plan of Streets and Highways must be compatible with the OCTA's MPAH. OCTA's process for amending the MPAH requires that neighboring agencies be involved so that a change in the designation of a road in one agency does not impact an adjoining jurisdiction. Mcrch 1999 r 1 L_J TRAFFIC USING 22nd STREET /SANTIAGO DRIVE Using the traffic modeling procedures described earlier, an analysis was made of future traffic using22ed Street/Santiago Drive between Santa Ana Avenue and Irvine Avenue, assuming the roadway is expanded to four lanes as in the current MPAH. The results can be seen in Figure 6. Future traffic forecasts for the two links in question are shown here separated into two components. One is local traffic, generated by residential areas to the east, or by areas in the general vicinity of the roadway. These local trips tend to be to and from Irvine Avenue or Newport Boulevard /SR -55. The second component is through traffic largely from areas to the south, traveling to and from Newport Boulevard /SR -55. The same traffic component analysis was then made for the proposed reclassification. It was found that without the roadway widening, the 5,000 ADT thru- traffic component would be lower, similar in magnitude to the amount of through traffic using the roadway today (estimated at around 2,000 ADT). In addition, the local traffic component would be slightly lower without the widening. Combining these two traffic components shows that the future volumes arc around 3,000 -4,000 ADT lower for the two -lane roadway versus the four -lane secondary arterial. Since this could occur sometime before or after the year 2020, they arc referred to here as "long - range" traffic volumes. The baseline forecasts for this long -range time frame are based on the current Master Plan of Arterial Highways (MPAH) within the study area. This assumes that 2254 Strcct/Santiago Drive wouldbe built out to its four lane secondary highway status., A second set of forecasts were then made in which 22°d Strect/Santiago Drive between Santa Ana Avenue and Irvine Avenue is downgraded to a collector arterial and no change is made to the roadway as currently constructed. The remaining section of 22 c Street (Newport to Santa Ana Avenue) is assumed to be widened to four lanes in this scenario. Under the current MPAH classification for 22" Strect /Santiago Drive two primary differences would occur compared to existing conditions: 1. The increase from two lanes to four lanes would provide additional capacity. 2. The four lanes would result in higher speeds on the roadway. Hence, future traffic volumes would increase due to these changes in physical and operating characteristics of the roadway. Comparative long -range average daily trip (ADT) volumes foii• the Base Case versus the MPAH change can be seen in Figure 7. Under the current MPAH, future traffic on 22 °d Street between Santa Ana Avenue and Tustin Avenue would be 11,000 ADT and on Santiago Drive the volume would be 9,000 ADT. This compares to 7,000 and 6,000 ADT, respectively under the proposed reclassification. With the change in classification, the future volumes on these two sections of roadway are estimated to be similar to the volumes today. Land uses in the general area are essentially built out and hence only minor increases in local traffic are anticipated. Hence, the future volumes of 7,000 and 6,000 ADT respectively for the two sections of roadway when reclassified compare to 6,000 and 5,000 ADT today, only a nominal increase. The difference in volumes on 22°" Strcct /Santiago Drive with and without the classification arc around 3,000 -4,000 ADT. Close to one third of this is diverted to the north and remaining two- thirds to the south. As can be seen from the volume comparisons presented earlier., Santa Isabel Avenue shows a slight increase (from 3,000 to 4,000 ADT) and small increases occur on University Drive and 23' Street (the increases on these latter two arc less than 500 vehicles per day and hence do not show on the rounded numbers presented previously).
