HomeMy WebLinkAbout21 - Santiago Drive Speed LimitSeptember 13, 1999 CITY COUNCIL AGENDA ITEM NO. 21 TO: Mayor and Members of the City Council FROM: Public Works Department SUBJECT: SANTIAGO DRIVE SPEED LIMIT RECOMMENDATION: Introduce an ordinance amending Chapter 12.24 (Special Speed Zones) of the Municipal Code to establish a speed limit of 30 MPH on Santiago Drive between Irvine Avenue and Tustin Avenue. DISCUSSION: The State legislature has set forth rules for determining speed limits in order to promote uniformity. Where Police Departments wish to use radar as an enforcement tool, the speed limit must be based upon an Engineering and Traffic Survey of the street. Such a survey was conducted on Santiago Drive between Irvine and Tustin Avenues during August 1999. The survey includes measurement of existing traffic speeds, a review of the accident history for the street and consideration of factors that may not be apparent to the average motorist. The critical, or eighty-fifth percentile speed, was measured at 36 MPH based upon a sample of over 150 vehicles during the middle of the afternoon. The reported accidents were reviewed and found to be less than one per year. One factor that should be considered in setting the speed limit for this street segment that would not likely be apparent to the average motorist is the lack of sidewalks, which forces pedestrians to walk in the street. The current limit of 25 MPH is not supported by the survey, so radar cannot be used to issue citations. Based upon a consideration of all these factors, it is recommended that the speed limit be set at 30 MPH. The prima facie speed limit on the following named streets or parts thereof shall be thirty (30) miles per hour: Avocado Avenue from Waterfront Drive to East Coast Highway. Cliff Drive from Riverside Avenue to Dover Drive. Dover Drive East from Westcliff Drive to Irvine Avenue. Mariners Drive from Dover Drive to End of Street West. Newport Boulevard from Finley Avenue to 21 st Street. Old Newport Boulevard from West Coast Highway northerly to15th Street. Santa Isabel Avenue from Irvine Avenue to Tustin Avenue. Santiago Drive from Irvine Avenue to St. James Road. Westminster Avenue from Old Newport Boulevard to 15th Street. 15th Street from Irvine Avenue to St. James Road. This Ordinance shall be published once in the official newspaper of the City, and the same shall be effective thirty (30) days after the date of its adoption.
