DISCUSSION:
The City Council continued discussion of this item from their meeting of September 13 to
September 27 in order to provide an opportunity for staff to meet with interested residents. A
meeting was held on September 20, 1999, with 17 residents. The residents represented not
only Santiago Drive but the parallel streets of Windward Lane, Francisco Drive and Holiday
Road. The City was represented at the meeting by Councilmember Adams, City Manager,
Police Chief, Public Works Director and other staff.
The City Manager explained the proposed actions to increase the speed limit to 30 MPH and
implement a detailed enforcement program in order to reduce the speed of traffic on Santiago
Drive. The Implementation Plan is attached with all of the specifics. The key points of the 6
month plan are: specific enforcement assignments, periodic monitoring of speeds, a detailed
report after 3 months and the development of a Traffic Calming program that can be used city-
wide, but would also have specific recommendations for Santiago Drive and the parallel streets.
There was considerable discussion over the ability of the City to schedule enough enforcement
to achieve a long -term reduction in traffic speeds. Many residents expressed a desire to forego
the enforcement and proceed with speed bumps, chokers, or other traffic calming. Staff and
Councilmember Adams indicated that the speed limit change and enforcement should be given
a chance to be successful before going on to other measures.

AN ORDINANCE OF THE CITY COUNCIL OF
THE CITY OF NEWPORT BEACH AMENDING
SECTION 12.24.030 OF THE NEWPORT
BEACH MUNICIPAL CODE REGARDING
INCREASING STATE SPEED LIMITS
The City Council of the City of Newport Beach does hereby ordain as follows:
Section 12.24.030, "Prima Facie Speed Limit - Thirty Miles Per Hour", is
repealed and replaced to read as follows:
Section 12.24.030, Prima Facie Speed Limit - Thirty Miles
Per Hour.
The prima facie speed limit on the following named streets
or parts thereof shall be thirty (30) miles per hour:
Avocado Avenue from Waterfront Drive to East Coast
Highway.
Cliff Drive from Riverside Avenue to Dover Drive.
Dover Drive East from Westcliff Drive to Irvine Avenue.
Mariners Drive from Dover Drive to End of Street West.
Newport Boulevard from Finley Avenue to 21 st Street.
Old Newport Boulevard from West Coast Highway northerly
to15th Street.
Santa Isabel Avenue from Irvine Avenue to Tustin Avenue.
Santiago Drive from Irvine Avenue to Tustin Avenue.
Westminster Avenue from Old Newport Boulevard to 15th
Street.
15th Street from Irvine Avenue to St. James Road.
This Ordinance shall be published once in the official newspaper of the City, and
the same shall be effective thirty (30) days after the date of its adoption.
This Ordinance was introduced at a regular meeting of the City Council of the
Citg of Newport Beach held on the 13"' day of September, 1999, and adopted on the
27 day of September, 1999, by the following vote, to wit:

SANTIAGO DRIVE SPEED LIMIT CHANGE — IMPLEMENTATION PLAN .
1. City Council changes Santiago Drive speed limit from 25 -mph to 30 -mph
for six -month trial period to allow the Police Department to enforce the
speed limit with radar.
2. a. The Traffic Engineer collects 24 -hour speed data for seven days
including a weekend and using this data, the times during the day
with the highest speeds will be targeted for increased enforcement.
The speed data collection devices will remain through the first full
week of actual enforcement (in addition to the "conditioning Period"
outlined in 3b below), to insure the Police Department is targeting
the correct enforcement times.
1. Two or more one -hour mid -day radar samples will be taken
to establish the "before" 85"' percentile speed.
2. Data collected during the 7 -day period will be shared with
those residents who have an interest.
b. New large speed limit signs with "radar enforced" lettering will be
installed. Speed limit markings will be painted on the pavement
where appropriate.
C. A press release will be issued indicating increased radar
enforcement of the new 30 -mph speed limit will begin on the
effective date of the speed zone change.
3. a. The Police Department will assign one officer to be responsible for
monitoring the progress of the Problem Oriented Policing (POP)
assignment on Santiago Drive. (Additional officers will participate
in the actual enforcement.)
b. During the first week after the speed zone change, the POP officer
will ensure that at least one officer is assigned each day to use a
portion of his available time to conduct speed enforcement. Police
Officers will issue warning citations to violators in order to condition
motorists to the change in the speed limit. The assignment time will
vary depending upon the data collected with regard to when
violations are occurring.
C. Using the data collected during the first two weeks of the POP
assignment (the "conditioning week" and the first full week of actual

enforcement), the POP officer will insure an appropriate amount of
enforcement time is allotted during the second two week period at
those times when violations warranting citations are occurring.
d. After one full month of activity once the speed zone change has
been made, the data collection devices used by the Traffic
Engineer will be re- installed for another seven day period to
analyze the impact of enforcement and determine if resources are
being allocated correctly. Enforcement will remain a priority during
the next two months and adjustments will occur accordingly, based
upon the data collected.

have an interest.
4. At the end of three months, a seven day 24 -hour speed survey and two or
more one -hour mid -day radar samples will be taken.
a. If the 85�" percentile speed has decreased from the information
collected in 2a, then for the remaining three months, speed
enforcement will continue on a random basis. During that time, the
Police Department will monitor their enforcement efforts with data
collected periodically using the SMART radar trailer.
b. If the 85"' percentile speed has increased or stayed the same
based on information collected in 2a, then enforcement will
continue as outlined in 3c. In addition, a Neighborhood Speed
Watch (NSW) will be created and during times that neighbors feel
speeds are being violated, a radar unit will be made available and a
neighborhood group trained to use the unit. This NSW unit will
provide a Police representative with the speed observed, license
plate number, make of vehicle if possible, color of car, along with
the date and time of the observation. The Police Department will
send informational notices to the registered vehicle owners
informing them of the observed speed violation.
5. During the six -month period that the increased speed enforcement
program is in effect, the City will prepare a program for implementing
traffic calming measures. This program will include types of traffic calming
measures, warrants and guidelines for the implementation and a
neighborhood contact program to insure that the surrounding areas are
. given an opportunity to comment on possible traffic diversions.

Some traffic calming measures that will be considered for inclusion are:
Traffic chokers
Stop signs
Neighborhood Speed Watch
Speed bumps
Traffic circles
Additional signage and pavement markers
Photo radar usage
Neighborhood education program
6. At the end of six months, a seven day 24 hour speed survey and two or

a. If the 85"' percentile speed has dropped, the speeds will be
periodically monitored and the Police Department will conduct
enforcement on a random basis.

b. If the 85d' percentile speed has increased significantly, additional
speed calming measures will be considered in accordance with the
City's adopted Speed Calming Measures Guidelines.

Santiago Drive Speed -bound Committee
As residents of Santiago Drive between Irvine Ave. and Tustin Ave., we are plagued with
the serious issue of traffic on our street traveling at excessive speeds, an average speed of 39mph. q
We have been working with the Newport Beach city council, police dept., fire dept., and
the Orange County Transit Authority for Lycars. to have speed- mounds like yours installed on
Santiago Drive.

We ask that you take a minute to complete this brief questionaire. Your help could make
the difference in whether or not the Newport Beach city council approves our efforts to have
speed- mounds installed.
