HomeMy WebLinkAbout19 - Budget Amendment BA-019 ReforestationCity Council Agenda Item No. 19 October 25, 1999 TO: Mayor and City Council FROM: General Services Director SUBJECT: Budget Amendment for Corona del Mar Reforestation (Phase III) Recommendation: Approve the attached Budget Amendment in the amount of $57,000 to fund the City portion of Phase III of the reforestation of 40 City parkway trees located on the north side of East Coast Highway in Corona del Mar. Background: Originally there were 111 Ficus parkway trees along East Coast Highway. in the Corona del Mar business area. Over the years, the trees have caused extensive sidewalk, curb, and gutter damage in addition to damage to private underground utilities. In an effort to control root growth, annual tree trimming became essential. As a result of tree root damage, the City has incurred maintenance costs of over $50,000 per year. Although there has been much interest in the past 10 years in replacing the trees with a species that would do less damage, budget constraints prevented any action until 1998. During late 1998, in cooperation with the Corona del Mar Business Improvement District (BID), the City, completed a pilot program that included the removal of eleven Ficus trees and the planting of eleven replacement street trees along East Coast Highway. The replacement trees were King Palm trees that were alternately planted along with Hong Kong Orchid trees. This project was a jointly funded effort between the BID and the City where the costs of $10,000 were split equally. The BID then offered to contribute $35,000 towards a second phase of reforestation if the City would match the contribution. On December 14, 1998, Council approved the proposal and a budget amendment for $35,000 in matching funds. A total of 60 trees were replaced during Phase H of the reforestation project, which involved the replacement of all street trees on the south side of East Coast Highway. Some controversy arose during Phase H in that the replacement palms and orchid trees were Q smaller than the actual trees selected at the tree nursery. On September 10, 1999, the Corona del Mar Business Improvement District offered in writing to donate $35,000 of BID funds for Phase III of the reforestation project provided the City would provide matching funds. The BID wishes to complete the reforestation project, with sensitivity to the community's concern over the loss of mature trees. The replacement of large mature trees with small trees has been addressed in the current proposal. All replacement trees are larger than those included in Phase II, and have been examined and approved at the nursery by BID and City staff; these trees are reserved and will be purchased immediately following approval of the program. On October 5, 1999, in accordance with Council Policy G -1 (Removal and Retention of Parkway Trees), the Parks, Beaches, and Recreation Commission approved the BID's reforestation request, and recommended the acceptance of the BID's donation of the $35,000 and the preparation of a budget amendment for the balance of the cost. Discussion: Staff has worked closely with the Corona del Mar BID group, Sherman Gardens, Public Works Department, and Cal Trans in developing the final plans and approval of not only the removal and replacement of the Ficus trees, but also to correct all sidewalk damage and install irrigation systems to each tree well. Private businesses are providing water for the trees from their water services. A budget amendment of $57,000 is attached. The increase in costs over Phase II ($35,000) is related to the decision to plant larger King Palms, the extensive sidewalk repairs, costs to sawcut for irrigation systems and larger tree wells, as well as increases in material costs. Staff has no other source of funding for the City portion of this project. Construction is timed to commence immediately following Council approval in order to be completed prior to the Corona del Mar Christmas walk on December 5. Summary The approval of the budget amendment will ensure the completion of the final phase of the Corona del Mar/East Coast Highway reforestation. It is anticipated that the treescape will be an enhancement to the area and that sidewalk damage due to tree roots will no longer be an issue along East Coast Highway in Corona del Mar.
