SUBJECT: NEWPORT BOULEVARD (SR55) / PACIFIC COAST HIGHWAY (SR1)
"ARCHES" INTERCHANGE IMPROVEMENTS, CONTRACT NO. 2886 —
COMPLETION AND ACCEPTANCE
RECOMMENDATIONS:
1. Accept the work and approve the As -Built Plans and Specifications.
2. Authorize the City Clerk to file a Notice of Completion.
3. Authorize the City Clerk to release the bonds 35 days after the Notice of
Completion has been recorded in accordance with applicable sections of the Civil
Code.
DISCUSSION:
OOn June 23, 1997, the City Council authorized the award of Newport Boulevard
(SR55) /Pacific Coast Highway (SR1) "Arches" Interchange Improvements contract to
Brutoco Engineering and Construction, Inc., of Fontana, California. The contract
provided for a new grade separation bridge at Newport Boulevard and Pacific Coast
Highway, widening of the Newport Channel bridge, street widening, ramp
reconstruction, and interchange landscaping. Construction operations began in
September 1997 and were substantially completed by the end of May 1999 when a
formal dedication ceremony was conducted. The widening improvements at Newport
Boulevard and Short Street were delayed until the Orange County Sanitation District's
contractor, Advanco Constructors, removed the old Lido Sewage Pump Station in mid -
September 1999.
The contract has now been completed to the satisfaction of the Public Works
Department and we recommend formal acceptance of the improvements by the City
Council. A summary of the contract cost is as follows:

A total of 34 contract change orders were issued to complete the work. More than
$2,200,000 of the $3,397,061.88 contract change order total related to the addition of
the reinforced concrete box (RCB) stone drainage culvert across Pacific Coast Highway
and the associated water and sewer main relocation work. A listing of the most
