SUBJECT: UNSCHEDULED VACANCY ON THE PLANNING COMMISSION AND
APPOINTMENT BY MAYOR OF AN AD -HOC APPOINTMENTS
COMMITTEE
RECOMMENDATION
1) Accept the resignation of Mark Hoglund from the Planning Commission effective
immediately (term expires June 30,2000);
2) Direct the City Clerk to advertise the vacancy pursuant to Council Policy A -2; and
3) Appoint , and to serve on the
Ad Hoc Appointments Committee.
BACKGROUND
On October 20, 1999, a copy of the letter of resignation from Mark Hoglund addressed to
Planning Commission Chairman Ed Selich was forwarded to the City Clerk's office.
Consistent with Council Policy A -2, information regarding this vacancy will be submitted to The
Daily Pilot for publication. The deadline for submitting applications will be 3:00 p.m. on
Wednesday, November 24, 1999, which will allow the committee adequate time to conduct
interviews in order to submit the names of two nominees to the full Council on December 13,
1999. The appointment to fill the vacancy is scheduled for January 10, 2000.
The ad -hoc appointments committee will consist of three council members appointed by the
Mayor. Once the final appointment is made by the City Council, the ad -hoc Appointments
Committee will be dissolved.

It is with much regret that I must resign from the Newport Beach Planning Commission effective
immediately.
For the past couplu of months, a change in my employment has imposed many time and
geographical constraints on my ability to serve on the Planning Commission. My meeting and
travel schedule for the forcsceable future will be such that it will be virtually impossible to devote
the time and energy to the Planning Commission that the other commissioners and the general
public deserve. Therefore, I believe the only responsible course of action is to tender my
resignation.
I apologize for any disruption this resignation may cause. It was certainly not my intention to
serve for such a short time. This is a painful decision that has required considerable thought.
Ed, thank you for your leadership of the Planning Commission. You, the other commissioners
and, most of all, the staff do a wonderful job for the citizens of Newport Beach. I appreciate the
opportunity to have become acquainted with such a fine group of people.
