SUBJECT: APPOINTMENTS BY THE CITY COUNCIL TO CITIZENS ADVISORY
COMMITTEES AND THE AVIATION COMMITTEE FOR A ONE -YEAR
TERM ENDING DECEMBER 31, 2000
Pursuant to Council Policy A -9, the Citizens Advisory Committees are comprised solely of
citizens with perhaps City Council or staff liaison. The Aviation Committee has the same basic
composition with the addition of the president or designee of the Airport Working Group. The
enabling resolutions for the Environmental Quality Affairs Citizen Advisory Committee, the
Harbor Quality Citizens Advisory Committee and the Aviation Committee provide that
appointees represent each of the Councilmanic districts in which case appointments shall be
made by individual Council members for their respective districts subject to confirmation by the
full City Council.
In preparation for these annual appointments postcards were mailed on November 1, 1999 to all
of the current members, as well as the applicants on file, to determine their continued interest in
serving or being considered for appointment. A "Notice of Vacancies" was also published in The
Daily Pilot on October 30, 1999 soliciting new applicants. The deadline for responses to the
postcards and to apply was Wednesday, November 24, 1999. Except where indicated by "No
Response" all others have responded to the postcards indicating that they are interested in
continuing to serve in their present capacity.

I have been a Balboa Peninsula resident for 40 years. During most of those years I
have been involved with my community association, the local schools, children's
programs and with other groups whose main concern is maintaining a good place to
live. I have followed the proposals made by BPPAC and other committees whose
stated purpose is the same: keeping the peninsula a desireable place to be and in
improving it where ever possible.
One often hears complaints that current city policy is far more "business friendly"
than it is "resident friendly" where the peninsula is concerned. Since I have lived
here for so long I understand the needs and concerns of both residents and
businesses and I would be pleased to add the weight of my experience and
observations to help make changes that will improve the peninsula area.
As to special qualifications I mention length of residency, long experience with the
local community association as a board member and past president and with a wide
range of knowledge of people who live here who are eager to express their concerns
and thoughts about peninsula improvement and upgrading. I do business on the
peninsula insofar as possible and I recognize the need for viable businesses of the
desireable sort. I also intend to live here for many more years and am concerned
that we want to keep the peninsula a desireable place for permanent residents.

I am interested in serving on the Environmental Quality Affairs Advisory Committee •
because the primary reason that I chose to live in Newport Beach is the environmental
quality of life that is available to its residents. I live on the beach and every morning as I
look out my window, I am reminded how fragile our environment is and how easily it is
for some of our visitors to take it for granted. In addition, I have maintained an interested
in civic affairs for some time now and I would like to gain sufficient experience to
qualify for an appointment to the Parks, Beaches and Recreation Commission. Although I
have been nominated twice for appointment to the Commission, I have not been
appointed perhaps because I have yet to serve on an appropriate Advisory Committee.
The purpose of the Environmental Quality Affairs Citizen's Committee is to develop and
maintain a public awareness program, promote environmental projects, identify areas of
concern with respect to the environment and to educate civic groups and schools. I have
been an educator for over 20 years. I have a great deal of experience on program
development, which includes needs assessments, setting of goals and objectives, strategic
planning and promotion. Further, I have been a resident of Newport Beach for 12 years
and I have become well aware of the city's problems as they may apply to the
enhancement of the environment.

I would like to serve on this committee because I believe that input from residents helps to
provide City decision makers a more balanced perspective on the City's needs. I have
served on the board of Directors of The Seawind Community Association for 3 years the
last of which was as President. This taught me that no matter what decisions are made,
there is always opposition to them from someone even though they may not have all the
necessary information to make an informed decision. I learned how much need there was
for communication between the residents and the board members. With more
participation by residents, they would understand the reasons for decisions while the board
could get the best information before making decisions. This is not easy and it requires
volunteer efforts from many people.
I believe I can help as a volunteer because of my balanced approach to issues. I like to get
as much information as possible to give both sides of any issue fair consideration. My job
involves negotiation with landowners and Cities pertaining to all sites owned or leased by
ARCO Products Co. in my geographic area. I frequently appear before planning
commissions and city councils for permit requirements. As a result, I have a pragmatic
business orientation that helps me to understand business needs as well as resident's needs.
Our City depends on successful businesses and needs the best marriage possible of

I am in the process of retiring from a 40 year career in management at International
Aluminum Corporation, a publicly owned nationwide manufacturer of glass and aluminum
building products. I will be fully retired on December 31.
I feel that I am now at a stage in my life where I want to devote some of my attention and
skills to certain charitable and civic betterment efforts. I would be delighted to serve the
community as either a member of the Newport Beach Aviation Committee or the Harbor
Quality Advisory Committee.
My interest in our aviation related problems goes back many years as is evidenced by the
attached copy of a letter which I wrote to the Times back in the mid to late eighties - I'm
not sure exactly which year. For the record, George Rebella did come to our home one
morning at 7:03 for a meeting with a fairly large contingent of our local friends and
neighbors and about all he had to say was "anyone who bought a house on Balboa Island
after 1968 had rocks in his head ".
• As far as harbor water quality is concerned, my wife and I now live on the Little Island
bay front, we are boaters and we have seven grandchildren who love to come to our home
and play on the beach and swim in the water. Need I say more?

The Airport Noise- Abatement Issue
George A. Rebella's letter response ( May
14) to William Monroe's letter regarding:
airport noise is filled with the same politicall
and bureaucratic nonsense that constantly
surrounds this whole subject. For anyone.,
to take the position that the number,
altitude and noise level of flights passing.
directly over our home on Balboa Island is
somehow acceptable indicates a total lack:
of knowledge of the true situation.
I would like to invite Rebella and any'
officials he would like to bring along to-
have coffee with us on our patio on Ruby
Avenue any morning at 7:03. Then, and•
apparently only then, will he perhaps:
realize the intolerable conditions for the-
residents of our island created by the-
routing of 100% of John Wayne's commer-
cial flights directly over our heads. A
spreading of the misery by the adoption of
perhaps three or four additional takeoff'
vectors would at least allow for a fair'
exposure by other neighborhoods of New-
port Beach to the burden now borne by
those of us directly under the present flight
path.
The official position that BAe -146 air-
craft do not make enough noise to be
objectionable and therefore somehow do
not count in the daily tally indicates either
plugged ears or fuzzy thinking on some-
body's part. With the upcoming increased
capacity of the passenger terminal and the
already authorized further increase in the
number of flights, it is absolutely ridiculous
to exclude any multi- engine commercial jet
aircraft from noise control restrictions.
Admittedly, the 737s and certainly the
MD -80s are louder than the BAe -146s.
However, to term the latter quiet and
unobjectionable is absurd.
It is time for our airport and elected
officials to stop talking in riddles and start
doing something. I am hoping for a re-
sponse to my invitation.
