SUBJECT: SOUTHERN CALIFORNIA EDISON POLE REPLACEMENT ALONG
SAN JOAQUIN HILLS ROAD

DISCUSSION:
The Southern California Edison Company (SCE) has replaced their wooden poles
along San Joaquin Hills Road and El Capitan Drive. The old poles were installed
in the early 1970's and it is normal practice to replace poles every 30 to 50 years.
The new poles are approximately 8 to 10 feet taller than the poles they replace.
The SCE representative has indicated that this was done to accommodate the
addition of a second circuit to this 66 kV transmission facility to serve the build out
of the Newport Coast developments. Attached is a letter from SCE that describes
the replacement of the poles and the added height needed when the pole line
carries 2 circuits instead of 1 circuit.
The old poles and lines were in the view planes of 32 homes along Montecito
Drive and San Mateo Way in the Spy Glass Hill area. The new poles and lines are
now 8 to 10 feet higher and are affecting more homes. When the new circuit is
added in about 5 years, the number of overhead wires will increase from 3 to 6,
further impacting views.
These facilities are in an easement granted to SCE and outside the street right -of-
way. SCE does not need a permit from the City to replace their facilities. They
did check with the Public Works Department before starting work on the pole
replacement. It is estimated the segment of overhead lines between Spy Glass
Hill Road and El Capitan Drive could be undergrounded for $800,000 to
$1,000,000. The undergrounding could be funded by a property owner
assessment district or through the City's allocation of Rule 20A funds. The City
receives an allocation of approximately $330,000 per year and has obligated all
these funds through FY 2001.

The SCE representative has indicated that, if requested by the City Council, they
would be willing, at their cost, to cut off the tops of the new poles and lower the
lines to the height of the old poles. This is with the understanding that when an
additional circuit is needed in about five years that new higher poles and lines will
be installed at that time. The cost of both of these changes would be borne by the
SCE ratepayers.

SUBJECT: Transmission Pole Replacement Program
Pe: • your request, this memo will address your questions regarding Southern California
Ed son's (SCE's) transmission pole replacement program.
Soi ithern California Edison is continuing its replacement program of utility poles
thn iughout our service territory. The normal `life span' of a utility pole is anywhere
bet.veen 30 to 50 years, depending on weather conditions, type of wood, etc. SCE is
pro: ctively replacing poles in our service territory, such as those located on San Joaquin
Hil ;Road.
The current design criteria standard for transmission pole height is predicated on ground
line clearance (including any above ground obstacles such as street lights, traffic signals,
etc. These issues, coupled with the design for the ultimate number of circuits to be
inst filled on the pole, determine pole height.
Cur- :ntly, the spacing between the insulators on the one 66kV circuit is 3 feet, in the
triar ,;le configuration (see attached drawing). Additionally, this construction type is
usin ; a "post type" insulator which stands straight out from the pole.
Whe n a second circuit is added, a double circuit 66kV pole configuration requires
dran tatically increased space requirements. The double circuit configuration requires an
am suspension construction. The spacing on the arm type construction is 6 feet between
arms, plus an additional 3 feet below the arm for the suspension insulator (for a total of
15 fe ;t). Now, instead of only requiring 6 feet of pole spacing for the single 66kV circuit,
15 felt of pole is needed for the double circuit 66kV configuration.

I the double circuit is placed underground in the future, the minimum height of a double
c -rcuit 66kV underground steel riser pole is 75 feet out of the ground. SCE would seek to
d : sign and locate the riser pole in a location which would not cause an obstruction of a
h.-me owners' view. As you know, if this circuit is ultimately placed underground, it
-,N ould be at the customer's expense.
P.r your question regarding the current steel poles, such as the one located at the corner
o.'Marguerite Ave. and San Joaquin Hills Road, the replacement program only pertains to
w:toden utility poles, and therefore, the existing steel poles are not impacted by this
P] ogram.
