Meetings are held at 100 Civic Center Drive, this time starting at 5:00 p.m. for the Study Session and 7:00 p.m. for the regular session. You can visit in person, watch on TV, or view it on your computer. I don't summarize every item — but you can see the full agenda here: http: / /newpo rtbeachca.govZ modules /ShowDocument.aspx ?documentid =4414 The 5:00 p.m. Study Session is just one item — a presentation of concept drawings for the Balboa Village Fine Arts Center (aka the Balboa Theater). The City hired local architect Bob Coffee to prepare some sketches for us that would focus on the site's use as a space for art shows, exhibits, workshops, performances, and (yes) movies. We'll show these to the public and to the City Council to get their reaction on Tuesday. 7:00 p.m. Regular Session. The nighttime session has these items on it that I think are worth noting: • A revision of street sweeping days for Amigos Way, Domingo Drive, Mar Vista Drive, and Vista del Oro (all around CcIMHS and Our Lady Queen of Angels). We're suggesting that sweeping days vary so that people can park on one side of the street on one sweeping day, then the other on, well, the other. You get it. If you live in this area, you'll want to read the proposal and decide if you want to weigh in. • Two major contracts are up for approval following open and competitive requests for proposals (RFPs) for these services. Both are services that fairly recently were outsourced — storm drain cleaning (cost = about $841,000 over five years) and landscape maintenance of our parkways, medians, roadsides, and more. The latter contract is $1.4 million per year. We outsourced a lot of landscape maintenance several years ago, but still keep a small in -house staff who maintain a number of our older parks. Most storm drain services were outsourced about 3-4 years ago. • The Goldenrod Footbridge is up for designation as a historical structure. • For those on the Peninsula and who enjoy the Balboa Village, the work of the Balboa Village Advisory Committee is coming to fruition as the Council will review and hold a public hearing on specific design guidelines and other improvements for the Village. Please review the staff report on this one to see the concepts, drawings, and ideas. • The Council will also consider a CEQA document associated with improvements to Newport Boulevard adjacent to the old city hall. The plans would add a lane as well as bikeway and pedestrian improvements — and some great landscaping, too. This is another exciting part of improving the neighborhood around the old city hall, which started as the major shopping center on 32nd was improved, then West Marine, the new ownership at Lido Marina Village, and the Lido House Hotel. As you will recall, the city has purchased the old Blockbuster video building (which was a Home Savings building before that, right ?) and will convert that into off - street parking with good landscaping. And maybe some tasteful art and twinkle lights. • Finally, the Bike Master Plan Oversight Committee has completed its work and has produced — with good public input —a bike master plan. The ideas and concepts in the plan are pretty impressive, and I think the Committee did a great job in reaching a consensus on the plan itself. We'll all look forward to hearing what the public and Council have to say about the plan itself. This master plan would then be one of multiple master plans (like water, wastewater, pavement management, and more) that we use to program our investments in infrastructure. Good master plans help avoid water line breaks, wastewater spills, and poor pavement quality. Some random and calendar notes: A few folks have e- mailed us about the way that Dover Drive looks now, with the recent (and long!) sewer project along Dover now complete. Yes, this is a different project than the Mariner's Mile project, although both are Orange County Sanitation District (OCSD) projects. Please know that the Dover paving and landscaping is NOT in its final state. In fact, we'll be doing a very nice rehab of that entire streetscape, and are ready to go with it. However, we decided to wait until after the major part of the Mariner's Mile project is done, as Dover is a good bypass route right now forthat project. Therefore, the plan is to start the Dover repaving and re- landscaping this coming summer. Sunday, October 26'h is Family Fun Day in Santa Ana Heights. With games, face - painting, and a dog costume contest. I still want to bring Oscar dressed as an Ewok, but that would not be fair to everyone else because he is actually a Lhasa Apso — Ewok mix. The overall event is from 11:30 a.m. to 2:00 p.m. at Bayview Park at the corner of Mesa and Bayview. r t. • For folks on Balboa Island, the Tidelands Management Committee will have a discussion on ideas for improving the sea walls around the island, and representatives from the BIIA will make a presentation. The TMC meets on Wednesday, October 29`h at 4:00 p.m. in the Civic Centers community room. Thanks for reading the Insider's Guide.
