Recommendations
Overturn the decision of the Parks, Beaches, and Recreation Commission of February 1, 2000 to
continue a tree removal request by the Traffic Engineer.
Approve the removal of 2 City parkway trees located at Eastbluff Drive and Vista del Oro.
• Backeround
The attached PB &R Commission agenda item provides the history of the tree removal request.
The Commission voted to continue the staff request for 30 days and directed trimming of two trees
located on San Joaquin Hills Road. The reason for the continuance was to solicit public input from the
three community associations near the Eastbluff location.
Discussion
Staff objects to the continuation of a safety issue in regards to the obscuration of the Eastbluff Drive
stop sign by two Ficus trees at that location.
After a staff discussion of the Commission action, the City Manager directed the preparation of an
appeal to the continuation of the tree removal request for the Eastbluff Drive trees only.
Staff will trim the two trees obscuring the San Joaquin Hills Road traffic signals to determine if the
safety issue can be resolved.
The attached sequential camera pictures of the Eastbluff Drive location are provided to illustrate the
safety and liability issue. Staff is particularly concerned about the stop sign obscuration in this
residential area where children transit to school and other activities. All possible vehicular notices,
such as pavement markings and warning signs, have been accomplished. The stop sign cannot be
relocated. The minimum distance a tree can be planted from a stop sign is 25 feet. Both trees are
located closer to the stop sign than the allowed distance.
If the Council approves the tree removals, replacement trees of 24" boxed size will be planted in other
locations in the immediate area.

Recommendations
Approve the removal of one to four trees at each of two locations.

Background
Mr. Richard Edmonton, Transportation and Development Services Manager, Public Works
Department has requested that a total of four City trees be removed at two separate locations. One
site (two trees) is to provide clearance for traffic signal displays and the second removal site (two
trees) would provide for visual clearance of a recently installed stop sign. The Urban Forester and
the Acting Park and Trees Superintendent reviewed the request on site in December 1999. The
Urban Forester subsequently prepared a Tree Inspection and Tree Appraisal Report (Attachment A).
The reports detail distances between each tree and the traffic devices.
Discussion
The Transportation and Development Services Manager's letter dated November 4, 1999 to the
General Services Director requested tree removals at two locations indicating traffic signal
displays and a stop sign were partially blocked by City trees as indicated on the attached work
orders # 99 -076 (Attachments B and Q.
Dr. Jan D. Vandersloot's letter dated January 13, 2000 requested an appeal of the tree removals
to the Commission (Attachment D). The General Services Director has informed Dr.
. Vandersloot of the pending Commission meeting and that staff would prepare his appeal for
inclusion on the agenda.

Additionally, the General Services Director has requested Mr. Edmonston to appear before the
Commission to explain any additional extenuating circumstances or provide information to
support the necessity for the trees to be removed as a result of traffic concerns and liability.
Dr. Vandersloot and Mr. Edmonston have received a copy of this report and a notice of the
February 1, 2000 Commission meeting.

Comments: Afield inspection and review of sites indicates that at site #1(San Joaquin)
the farthest tree was approximately 320' from the second signal and 174' from the first
signal. Each tree is approximately 25' from each other. Site #2(Eastbluff) indicates that
the farthest tree was approximately 47' from the stop sign. The nearest tree was 10' from
the stop sign.

REQUEST FOR REMOVAL OF TREES AT VARIOUS LOCATIONS
Attached are work orders for the removal of trees at the following locations:
1) Northeast corner of San Joaquin Hills Road @ Santa Rosa /Big Canyon. Remove
two (2) trees and trim two (2) trees that obstruct the traffic signal heads.
2) Southeast corner of Eastbluff Drive @ Vista del Oro south. Remove two (2) trees
blocking the recently installed STOP sign.

Re: Appeal to PBR Commission, proposed tree removals (2) on Eastbluff Drive
Dear Dave,
As allowed under the 0-1 Policy, I am appealing the proposed 2 tree removals
on Eastbluff Drive, which allegedly block the stop sign at Vista del Oro near Corona
del Mar High School.
As examined by myself and Dr. Kelley on this date, neither of the trees are
blocking the stop sign and we would tike the Commission to examine this situation
as well.
Therefore, I am filing an appeal, as I did verbally at the PBR Commission study
session tonight. I am Wing this appeal to you, as you stated to us tonight that the
trees would not be removed until after 1 had a chance to file the appeal tomorrow.
This FAX should reach you the morning of January 14, 2000, so I request you
inform the workers not to cut down the trees until after the PBR Commission has
heard the appeal.

Honorable Mayor and Council members:
At Iheir February 1, 2000 meeting. the Parks. Beaches and Recreation Commission
continued an agenda item on the EaslbiLlff Drivc free Removal item fbr input from the
Bluffs and F,asthlull' Homeowner Associations. In the meantime, stalf has apparently
determined to place the matter on your February 8a' agenda due to safety issues involved.
Although the parks, Beaches and Recreation Commission do not seem to agree, there are
issues that are more important than the preservation of every single existing street tree in
the city. Safety is certainly one of them. View preserva(ion and extensive wily and
homeowner repair costs caused by overgrown tree roots are two others.
The HaslbluliHotneowners Community Association urges the City Council to take
whatever action is necessary to ensure proper visibility ol'thc stop sity

and Vista del Oro South, which is a probltnn now While we appreciate the beauty that
