RECOMMENDATION
Approve Budget Amendment No. BA -043, transferring grant funds from Pacific Life Foundation
and the Emergency Management Assistance Grant Program to the Fire and Marine Department
for Disaster Preparedness.
BACKGROUND
In an effort to support disaster preparedness programs, the Fire and Marine Department applied
for two grants, one from the Pacific Life Foundation and one from the Federal Emergency
Management Agency, Emergency Management Assistance Grant Program. Both grants have
been funded for the amounts listed below:
Pacific Life Grant Foundation:
Emergency Management Assistance (EMA):
$10,000
$5,232
The Pacific Life Grant has been funded specifically targeting the Community Emergency
Response Team (CERT) Program which provides no cost emergency preparedness training to
community members who live and/or work in Newport Beach. The CERT Program focuses on
hands -on skills, including Light Search and Rescue, Disaster Fire Suppression, Disaster Medical
Operations, Disaster Psychology, and Emergency Preparedness. Participants learn how to
prepare for and safely respond to emergencies. The CERT Program is in its second offering and
has had an extremely positive impact on the volunteers involved.
EMA Grant funds are aimed specifically at emergency preparedness programs for the City,
including City responder training, emergency exercises, community education, CERT, and
emergency plan re- development.
CONCLUSION
Approving the budget amendment re- allocating $15,232 of grant funds to the Fire and Marine
Department Disaster Preparedness Budget will support the success of CERT and enable the
City's emergency preparedness efforts to continue on a positive, progressive track.
FISCAL IMPACT
This budget re- appropriation will have a positive impact on the current Disaster Preparedness
