SUBJECT: SIGNAGE ON COAST HIGHWAY AT SUPERIOR AVENUE AND
BALBOA BOULEVARD
RECOMMENDATION:
Receive and file.
DISCUSSION:
During the January 25, 2000, City Council meeting, staff was asked to consider the
installation of a sign prohibiting right -turns on a red light from eastbound Coast Highway
to eastbound Balboa Boulevard. This intersection is under Caltrans jurisdiction. A
letter was sent requesting them to consider the installation of a NO TURN ON RED
sign. No response has been received to date, but they have indicated a response will
be made prior to February 22, 2000.
A similar request was made in 1993 by a Lido Sands resident. The resident sent a
letter directly to Caltrans. Staff discussed the matter with a Caltrans representative and
the outcome was not to install such a sign. Caltrans felt that such a sign was only used
in rare instances, typically those with a clear accident pattern. Instead of a sign,
Caltrans suggested additional enforcement.
A review of accidents at this intersection showed only one accident in the past two
years involving a driver making a right -turn on a red light. The other driver was
proceeding through the intersection from Superior Avenue. Due to conflicting
statements by the drivers, no fault was assigned. Based on this review, the problems
caused by motorists turning right on red lights are a nuisance, but they are not resulting
in collisions.
