Re: Request for Funding of Structural Repairs of the OASIS Senior Center
RECOMMENDATION
Appropriate funds from the General Fund - Fund Balance to the Capital Improvement
Project Account 7011-C4120538 - OASIS Senior Center Improvements, to undertake
the critical structural repairs of the OASIS Senior Center.

In January, the wooden patio cover of the OASIS Senior Center was found to be unsafe
due to termite damaged lumber. After a heavy wind, one of the main beams dropped
with the result that the entire structure is now leaning to the left. The structure was
found to have damaged vertical posts and horizontal beams due to termites and ants.
Both the General Services and Building Departments have inspected the structure.
General Services staff provided a brace to temporarily secure the structure. Yellow
caution tape keeps participants away from the area. The damage was not evident
when the official inspection was made by the City Building Department in September
1999.
The structure was also evaluated by Risk Management and a representative from the
City's excess liability company. it was recommended that the entire structure be
replaced. The structure is over 20 years old. The concern was expressed that if only
the one portion of the structure is replaced, it is considered very likely that the
remaining portion will also need replacement in the immediate future.
The structure spans an area of 1,852 square feet over the main patio, on the
courtyard side of the center. It is used for foot traffic for access to classrooms on the
south side of the building. That traffic is currently being diverted around the patio
onto the grassy area, not ideal for frail people or for days of inclement weather. The
OASIS Senior Center hosts 65 classes and activities each week, with attendance of
approximately 500 people each day. The patio is also used extensively for many
special events in the center during good weather.
The City has now received bids for the total project. The cost of the lowest bid is
$27,000.

Dear Lauren:
This will confirm the February 17, 2000 visit of the captioned location_ The purpose of this visit
was to update our information as it pertains to the captioned insurance policy, and to assist you in
your loss control efforts.
As a result of this survey, the following items were noted, and are submitted for your review and
handling.
00-2-1 The wood patio cover at the Oasis Center has partially collapsed and from physical evidence
there appears to be a combination of Termite damage and rot. Consideration should be given
to having a complete inspection of this structure done to determine how much damage has
been done and to determine the best course of action to make this area safe for use by the
public which may include demolition of the existing structure and a complete replacement_
At the present time the patio is closed and should remain so until repairs or rebuilding is
complete.
00-2-2 Docks and floats owned by the City see heavy use particularly in the spring and summer
months which exposes the City to claims arising out of the use of these facilities.
Consideration should be given the following:
All locations
-Consider inspection of all docks and float access ramps and the replacement of broken,
rotted or missing deck material, railings and nails or other attachments that have loosened.
-Consider inspection of the pivottattachment point to the dock of the float access ramps and
the replacement of the variety that allows a severe gap at low tide. This gap could easily trap
and break an ankle.

comprehemive reports disclosing every loss producing coadivion which may arise. Ally recommendations submitted were developed as a result of
conditions obscrved during our recent visit. They do not necessarily include every loss potential. Code violation, or exception to good practice

-Consider inspection of all locations to assure that appropriate signage is in place and
readable_
-Consider inspection of all locations at the transition from the board walk to the fixed dock
for stairs that have a non-standard rise [prox 7"] and consider painting a warning to `watch
your step" or similar at these locations.
-CONSIDER STARTING AT THE WASHINGTON STREET LOCATION.
