SUBJECT: ROLLER - SKATING RESTRICTIONS AT THE ARCHES INTERCHANGE
RECOMMENDATIONS:
Adopt Resolution No. Prohibiting Roller- skating on certain streets and
sidewalks. Direct Staff to contact Caltrans to obtain authorization to install the
appropriate signs on State property.
DISCUSSION:
The Public Works Department proposes restricting roller- skating at specific "problem"
locations in the Arches Interchange (West Coast Highway at Newport Boulevard). At
the City Council meeting of February 22, 2000, a Resolution was approved by Council
prohibiting skateboarding at the Arches Interchange. The Police Department has
subsequently requested that roller- skating also be restricted at this location. The
concerns have been that roller- skaters and rollerbladers have disrupted traffic, and
caused damage to landscaping, concrete benches, and metal railings. The "problem"
locations identified by the Police Department are areas where there are benches, and
stairs with metal railings.
The proposed Resolution would be the first Resolution to restrict roller- skating on public
property in the City. Staff will work with Caltrans to obtain approval to post combined
"No Skateboarding and No Roller- skating" signs in those particular problem locations
deemed necessary to address public safety and property damage concerns.

RESOLUTION NO.
A RESOLUTION OF CITY COUNCIL OF THE CITY OF NEWPORT BEACH
PROHIBITING ROLLER - SKATING ON CERTAIN STREETS AND
SIDEWALKS
WHEREAS, Section 12.57.025 of the Newport Beach Municipal Code
provides, among other things, that the City Council may prohibit roller- skating by
resolution on certain public streets, sidewalks, parking lots and other public property in
the City of Newport Beach, when it has been determined necessary to protect the
health, safety and welfare of pedestrians, motorists or persons roller- skating; and
WHEREAS, the City Council has determined that there is a need for
prohibiting roller- skating, at the specific locations identified, on the following streets and
sidewalks:
Arches Interchange — West Coast Highway at Newport Boulevard
(At Benches and at Stairs with Metal Railings)
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Newport Beach, that the following is hereby designated as a location where roller -
skating is prohibited:
Arches Interchange — West Coast Highway at Newport Boulevard
(At Benches and at Stairs with Metal Railings)
BE IT FURTHER RESOLVED that the City Traffic Engineer be and
hereby is directed to erect and maintain all necessary signs at the above locations.
