SUBJECT: NATIONAL PUBLIC WORKS WEEK PROCLAMATION
RECOMMENDATION:
Request the Mayor to proclaim the week of May 21 -27, 2000, "National Public Works
Week" to call upon residents and civic organizations to recognize the contributions
made by Public Works employees.
DISCUSSION:
The American Public Works Association proclaims the third week in May each year as
National Public Works Week to recognize the people who devote their professional time
and energy to public works, making our community a better and safer place to live. The
objective is to increase public awareness of public works activities in the City of
Newport Beach and their impact on our quality of life.
Public Works and General Services professionals include those who manage water,
sewer, streets, highways, drainage, parks, beaches, urban forestry, and refuse removal
systems as well as those responsible for maintaining public structures and grounds.
They are, in short, the people who maintain and improve the systems and services vital
to a community's health, safety, and comfort.
The local celebration is part of a nationwide observance honoring leaders in public
works in cooperation with the American Public Works Association.

WHEREAS, public works and general services provided in our community
are an integral part of our citizens' everyday lives; and
WHEREAS, the support of an understanding and informed citizenry is vital
to the efficient operation of public works and general services systems and
programs such as water, sewers, streets, highways, drainage, parks, harbors,
beaches, urban forest, and solid waste systems; and
WHEREAS, the health, safety, and comfort of this community greatly
depends on these facilities and services; and
WHEREAS, the quality and effectiveness of these facilities, as well as
their planning, design, and construction, is vitally dependent upon the efforts and
skill of public works and general services employees; and
WHEREAS, the efficiency of the qualified and dedicated personnel who
staff the Public Works and General Services Departments, is materially
influenced by the people's attitude and understanding of the importance of the
work they perform.
NOW, THEREFORE, I, John E. Noyes, Mayor of the City of Newport
Beach, do hereby proclaim the week of May 21 -27, 2000, as
"NATIONAL PUBLIC WORKS WEEK"
in the City of Newport Beach, and I call upon all citizens and civic organizations
to acquaint themselves with the issues involved in providing our public works and
to recognize the contributions which Public Works and General Services
employees make every day to our health, safety, comfort and quality of life.
IN WITNESS WHEREOF, I have hereunto set my hand and caused the
Seal of the City of Newport Beach to be affixed this ninth day of May 2000.
