ACTIONS: 1. Adopt Resolution No. 2000 - establishing the Ad Hoc General
Plan Update Committee; and
2. Affirm the Mayor's appointments of Mayor Pro Tern Adams
(chairperson) and Councilmembers Glover and Ridgeway, and three
Plamning Commissioners. Request the Environmental Quality,
Economic Development and Aviation Committees to select
representatives.
Discussion
At the City Council meeting of May 9 ", the formation of an Ad Hoc General Plan Update
Committee was discussed. As outlined by the City Manager, the Committee is to be constituted of
nine (9) members appointed by the Mayor, as follows:
i Three (3) City Council members
➢ Three (3) Planning Commissioners
➢ One (1) EQAC member
One (1) EDC member
� One (1) Aviation Commlittee member
Mayor Noyes has indicated that he wishes to appoint Mayor Pro Tern Adams as chairperson,
Councilmembers Glover and Ridgeway, and three Planning Commissioners. He is requesting that
EQAC, EDC and the Aviation Committee select one representative each.
The Ad Hoc Committee is envisioned to oversee and make recommendations to the City Council
on the format, extent and process of a General Plan update. The first phase would include a
community outreach component and determination of the scope of the project, as described below.
1. Design a preliminary community outreach which includes:
• broad participation geographically, and
• a cross section of community issues and special interests,
2. Return to City Council with a recommendation on the conduct of the outreach, who should do
it, and an estimate of its cost.
3. Conduct the public outreach if authorized by the City Council.
4. Make a recommendation to the full City Council on the scale and scope of a General Plan
update:
• using information from the community outreach to develop the recommendation,
• developing a draft work program for Council consideration, and
• identifying the resources necessary to accomplish the update.
If the City Council decides to proceed with the General Plan update, the committee is proposed to
continue, with the tasks of overseeing the update project and making periodic reports to the City
Council on progress and issues.
Recommendation
If the City Council determines to establish an Ad Hoc General Plan Update Committee, adoption of
the attached Resolution is recommended.

RESOLUTION NO. 2000
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF NEWPORT BEACH ESTABLISHING THE AD HOC
GENERAL PLAN UPDATE COMMITTEE
WHEREAS, the Newport Beach General Plan was last updated in 1988; and
WHEREAS, the City Council wishes to determine if a comprehensive General Plan
Update is needed and, if so, determine the scope of such an update; and
WHEREAS, the City Council believes that such a decision should be made with the
participation of the community and with an understanding of City -wide interests and issues; and
WHEREAS, the City Council has determined that the best way to define the scope of a
General Plan update is for an Ad Hoc Committee to carefully study the issue, including
conducting a community outreach to identify interests and issues; and
WHEREAS, the City Council would then consider the recommendations of the Ad Hoc
Committee on the scope of a General Plan update.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Newport
Beach that an Ad Hoc General Plan Update Committee is established, to be comprised of the
following members, appointed by the Mayor:
Three (3) City Council members
➢ Three (3) Planning Commissioners
➢ One (1) EQAC member
• One (1) EDC member
• One (1) Aviation Committee member
BE IT FURTHER RESOLVED that the Committee is charged with the tasks of
developing a work program for a General Plan update and overseeing its progress if authorized
by the City Council. This will include the following components:
1. Design a preliminary community outreach which includes:
• broad participation geographically, and
• a cross section of community issues and special interests,
2. Return to City Council with a recommendation on the conduct of the outreach, who should
do it, and an estimate of its cost.
3. Conduct the public outreach if authorized by the City Council.
4. Make a recommendation to the full City Council on the scale and scope of a General Plan
update:
• using information from the community outreach to develop the recommendation,
• developing a draft work program for Council consideration, and
• identifying the resources necessary to accomplish the update.
5. Oversee and make periodic reports to the City Council on update progress and issues.
