HomeMy WebLinkAbout21 - BA-064 - CLETEP Program GrantCITY OF NEWPORT BEACH POLICE DEPARTMENT May 23, 2000 May 23, 2000 Item No. 21 TO: Honorable Mayor, Members of the City Council and City Manager FROM: Bob McDonell, Chief of Police Tim Riley, Captain, Support Services Division Commander SUBJECT: California Law Enforcement Technology Equipment Purchase (CLETEP) Program Grant/Budget Amendment RECOMMENDATION: Approve acceptance of CLETEP program grant funding of $79,997 from the State of California, Department of Justice, Office of Criminal Justice Planning (OCJP). 2. Approve a budget amendment of $79,997 to the Police Department Capital Outlay, Computer Equipment account (1820- 9015), to fund the purchase of approved equipment in CLETEP program grant. BACKGROUND: OCJP announced on January 26, 2000, the availability of $30,000,000 from the State General Fund for the CLETEP program. The purpose of the program was to enhance local law enforcement technology to address problems relating to crime suppression and crime prevention. OCJP required a Request for Proposal (RFP) from any eligible county sheriff and city police department throughout California to compete for the $30,000,000 in General Fund monies. Applicants competed with others within the same population category and were eligible to request funds up to the amount specified on the chart for their funding category. The Newport Beach Police Department was eligible for funding of up to $80,000. This one -time funding is for a six -month grant award period commencing May 1, 2000, and ending October 31, 2000. There is no City match requirement as part of the award. Funded applicants are required to use the CLETEP funds to supplement, not supplant, funds that would otherwise be available to the law enforcement agency. Grant funds cannot be used for indirect, audit or any expenses other than the purchase of technology /equipment. Salaries, benefits, CLETEP Grant Funding Page 2 overtime, rent contracts for services, etc., are not allowable expenses. The CLETEP funds are subject to audit and must be used within the grant award period. Based on our ability to meet the criteria specified in the grant, the Police Department applied for and was selected to receive funding of $79,997 from the CLETEP program. DISCUSSION: Over the last five years, the Department has implemented a City Council approved, comprehensive Strategic Technology Plan. The plan included replacement of our core automated systems, Computer Aided Dispatch (CAD), Records Management System (RMS) and Jail Management System (JMS). In addition, mobile computers were installed in all marked police vehicles to assist our officers in the field with immediate access to needed resources, automated data collection and data communications to enhance their safety and improve their efficiency. Although we have made great strides with regard to implementing the projects identified in the plan, we are always striving to find new ways to improve the resources available to our police officers, so they may better serve the public. New technology has vastly improved the ability to collect and display data electronically in a mobile environment. This is an area we have not fully leveraged since the technology has evolved, nor was it identified as a target in our Strategic Technology Plan, based upon that evolution at the time the plan was adopted. The proposal approved by the CLETEP program grant is to take advantage of the next generation of technology and automate the process of issuing Personal Service Citations (CITES) and Field Interview Cards (FI's). Currently our officers do so manually, which results in occasional inaccurate or illegible data, it's time consuming and the verified data routinely is not available in the database for days and therefore, not shared in a timely manner. The current generation of hand -held equipment is capable of electronically capturing information contained on a drivers license (through a magnetic stripe reader) and then integrating that information with what is required to complete a CITE or Fl. The device can store, print (through infrared or wireless communication capabilities), and display the information collected for quick reference and later automated entry into our RMS. The equipment to be purchased through the funding provided by the grant involves the acquisition of data collection devices and storage media, along with related attachments and software to operate them. Electronically capturing information needed to complete a CITE or FI with such a process, will improve data collection quantity and quality and maximize the retrieval of the data collected. Implementation of this technology and equipment will provide field personnel, the crime analysis unit and detectives, with critically CLETEP Grant Funding Page 3 important data in a timely manner. As a result, they may more effectively carryout their responsibilities and serve the Community more efficiently in terms of crime prevention and investigative follow -up. To our knowledge, no law enforcement agency in this State has undertaken a project of this design, which is no doubt why it was selected by OCJP for the award. I believe we have been recognized as a leader in the law enforcement community with respect to technological innovation, and this project is an extension of that recognition. In summary, we are pleased to have received this competitive award, and recommend acceptance of the funds. As stated in the Request for Proposal, the last two months of the grant period will be dedicated to closing the grants. The close -out procedure will include the tracking of all purchases; verification of invoiced purchases within the grant award period; and a report regarding these purchases and the overall benefits of this program.
