SUBJECT: STATUS REPORT ON SANTIAGO DRIVE SPEED REDUCTION
PROGRAM
DISCUSSION:
The collection of data on the four streets involved in the Santiago Drive speed reduction
study will be done the first week in June, which is six months from the beginning of the
program. This data will be summarized and presented to the City Council on June 27th.
The Traffic Engineering consultant will review the information collected and is preparing
2 separate deliverables. The first is a "program" of traffic calming options with
recommendations on the type of circumstances where each might be appropriate as
well as recommendations on the implementation process. Most cities have found that
the implementation process determines the success or failure of the program. This
deliverable will be placed on the June 27th Study Session Agenda for discussion and
direction from the City Council on an action to be taken at the July 25th meeting. The
out come of this discussion may affect the recommendations that are made on Santiago
Drive and the other three streets.
The second deliverable will provide specific recommendations for the 4 streets involved
in the speed reduction program — Santiago Drive, Francisco Drive, Windward Lane and
Holiday Road. Prior to finalizing these recommendations, the staff will need to have at
least one, and probably more, meetings with the residents. It is planned to meet with
them prior to July 12th and have a report to the Council for the July 25th meeting.
The speed limit change on Santiago Drive became affective on November 29, 1999 and
the six month test period is completed on Memorial Day, May 29th. The collection and
analysis of the data will take at least two weeks so that the earliest Council meeting that
this information can be presented is June 27`h.

Res Speed Reduction Measures
We, the undersigned, hereby state that we DO NOT
want sidewalks put along; our street.
We want to maintain the unique character and charm
of the street as it is.
We feel that sidewalks, with an assessed cost to us,
destruction of our front landscaping and the construction
upheaval are not mn our best interests. Sidewalks do
not solve the traffic speed problem.
