Measure M Grant Projects Update
At the October 28, 2014 meeting, City Council requested an update on projects funded by Measure M Fair
Share and Measure M Competitive grant programs administered by the Orange County Transportation
Authority (OCTA). This report provides an update on current projects funded with Measure M2 funds as
well as thoughts on future grant project opportunities being contemplated.

FUNDING REQUIREMENTS:
There is no fiscal impact related to receiving comments and filing this item.
DISCUSSION:
Since 1990, funds raised through '/z cent increase in the sales tax in Orange County, known as Measure
M, have been used to address traffic congestion relief measures locally and regionally. In November 2006,
Orange County voters approved the extension of the original Measure M program. This renewed Measure
M (M2) continued this '' /z cent sales tax for an additional 30 years starting in 2011 for transportation related
improvements.
The Orange County Transportation Authority (OCTA) administers a variety of programs for Measure M2 to
benefit the county's freeways, streets, roads, and the transit system. The City of Newport Beach receives
M2 funds through the Local Fair Share Program and through competitive grants. A summary overview of
Measure M funding and the City's current grant funded projects, as well staffs thoughts on future potential
projects for possible grant application are attached to this Council Staff report.

ENVIRONMENTAL REVIEW:
Staff recommends the City Council find this action is not subject to the California Environmental Quality
Act ( "CEQA ") pursuant to Sections 15060(c)(2) (the activity will not result in a direct or reasonably
foreseeable indirect physical change in the environment) and 15060(c)(3) (the activity is not a project as
defined in Section 15378) of the CEQA Guidelines, California Code of Regulations, Title 14, Chapter 3,
because it has no potential for resulting in physical change to the environment, directly or indirectly.
NOTICING:
The agenda item has been noticed according to the Brown Act (72 hours in advance of the meeting at
which the City Council considers the item).

OVERVIEW
Since 1990, funds raised through an increase in the
sales tax in Orange County have been used to address
traffic congestion relief measures locally and regionally.
In November 2006, Orange County voters approved the
extension of the original Measure M program approved
more than 20 years ago. Renewed Measure M (M2)
continues the imposition of a one -half cent sales tax for
a period of 30 years starting in 2011 for transportation
related improvements.

LOCAL FAIR SHARE PROGRAM (Pro -rata Funding)
The Local Fair Share Program provides funding
on a formula basis to cities and the County of
Orange for local street and road improvements.
Nearly one -fifth of the sales tax revenue collected
(18 %) is distributed to eligible agencies to pay for
local transportation needs as determined by each
agency. Local Fair Share Program funds are
distributed quarterly and require agencies to fulfill
certain requirements for reporting, continued local
investment for transportation related maintenance,
and continuity with regional transportation plans,
management and strategies. The formula accounts
for population, street mileage and amount of sales
tax collected in each jurisdiction. This program was
known as Measure M Turnback under Measure M1.
The City of Newport Beach expects to receive about $1.8 million in fiscal year 2014/2015
for local street projects to augment funds previously received under the Fair Share
Program. Projects in the current Capital Improvement Program budget with M2 Fair
Share funding include:

To meet its objectives, OCTA periodically issues calls for proposals for competitive
funding opportunities. The Comprehensive Transportation Funding Programs
(CTFP) represents a collection of competitive grant programs offered to local agencies to
assist in funding street improvements, traffic signal synchronization, and roadway related
environmental mitigation projects. The City of Newport Beach has applied for and has
been awarded numerous grants under several programs developed by OCTA.

Current City projects that include Measure M grant funding fall into three main programs:
Regional Capacity Program - Arterial Capacity Enhancements; Traffic Signal
Synchronization Program; and Environmental Cleanup Program. A review of the City's
current grant projects is provided here.
Arterial Capacity Enhancements
This program, combined with local matching funds, aims to improve the County Master
Plan of Arterial Highways and provide opportunities to improve street operations and
reduce congestion. Newport Beach has two current projects funded from this source:

Environmental Cleanup Program
Measure M's Environmental Cleanup Program funds water quality improvement projects
designed to mitigate environmental impacts due to transportation generated pollution.
Improvements include various litter removal devices, storm drain screens and filters, and
low -flow diversion of storm water to the sanitary system.
