TITLE: Accept the 2013 Assistance to Firefighters Grant
ABSTRACT:
The Newport Beach Fire Department has been awarded the 2013 Assistance to Firefighters Grant (AFG)
from the Federal Emergency Managment Agency (FEMA). If approved, the grant will provide Wildland
Webgear for Fire personnel.
RECOMMENDATION:
a) City Council accept the Assistance to Firefighters Grant (AFG) for $69,579 to purchase Wildland
Webgear for Fire personnel; and
b) City Council approve a Budget Amendment BA 15BA -020 increasing revenue estimates by $69,579 in
2320 -4894 and increasing expenditure appropriations in 2320 -9032 by $77,309 which includes $7,730
from the General Fund unappropriated fund balance for the required 10% matching funds.
FUNDING REQUIREMENTS:
The Budget Amendment records and appropriates $77,309 in increased expenditure appropriations from
revenues received from the Federal Emergency Management Agency (FEMA) in fiscal year 2014 -15 and
$7,730 from unappropriated general fund balance. The purchase will be expensed to the Fire Department
2320 -9032 account.
DISCUSSION:
Background:
In FY 2013, the Federal Emergency Management Agency (FEMA) announced the availability of grants for
the fire agencies to enhance their abilities with respect to fire and fire - related hazards.

In analyzing the Fire Department's needs for operational equipment, it was determined the Department is
in need of acquiring a webgear system along with helmets specialized for Wildland Firefighting. Currently,
the members of the Department 'share' approximately 16 older models of webgear that need to be brought
up to current safety standards. The firefighters, when deployed on Wildland Fires, use heavy and
cumbersome structural firefighting helmets. These helmets, when used over several hours and days,
cause fatigue, thus not allowing the firefighters to optimize performance. The acquired grant will allow us
to supply the 121 individuals of the Department. The webgear made to the specifications will include a fire
shelter (in case of emergency deployment), a carrying pouch, and other necessary items. The specialized
Wildland Helmets are items that the Department has never supplied; individuals have purchased their own
in the past.
The acquisition of the Assistance to Fire Act Grant will allow us to purchase the necessary safety
equipment needed in today's all risk firefighting environment. Individuals will have their own Personal
Protective Equipment ensuring rescue personnel with have the greatest chance of survivability in the
Wildland environment.
ENVIRONMENTAL REVIEW:
Staff recommends the City Council find this action is not subject to the California Environmental Quality
Act ( "CEQA ") pursuant to Sections 15060(c)(2) (the activity will not result in a direct or reasonably
foreseeable indirect physical change in the environment) and 15060(c)(3) (the activity is not a project as
defined in Section 15378) of the CEQA Guidelines, California Code of Regulations, Title 14, Chapter 3,
because it has no potential for resulting in physical change to the environment, directly or indirectly.
NOTICING:
The agenda item has been noticed according to the Brown Act (72 hours in advance of the meeting at
which the City Council considers the item).
