SUBJECT: General Plan Update Committee Recommendation on Airport Area

SUGGESTED
ACTION: Direct the Committee and staff to include the Airport Area in the
Citywide General Plan update, and to prepare a specific plan for the
Airport Area concurrently with the General Plan update.
The General Plan Update Committee held its first meeting on October 9, 2000. As requested by
the City Council, they made the question of planning for the Airport Area their first order of
business. The Committee discussed the issues that need to be addressed in the Airport Area, the
potential for new development applications, the City's ability to use development agreements for
projects that are proposed before comprehensive planning is done, and the potential for Airport
Area development to impact other areas of the City. The Committee concluded that development
in the Airport Area could impact other areas of the City. Therefore, the Committee is
recommending that the Airport Area be included in the Citywide General Plan update. The
Committee also concluded that this area requires more detailed planning than the rest of the City,
so that a plan for necessary infrastructure improvements can be developed in concert with the
land use plan. For this reason, the Committee is recommending that a specific plan for the
Airport Area be developed concurrently with the General Plan update.
The Committee also began discussing community outreach for a General Plan update. They
have agreed to meet every two weeks to keep the process moving, and will be receiving a
presentation on community outreach, similar to that provided at a recent City Council study
session, at one of their next meetings.
