SUBJECT: DOVER DRIVE WATER MAIN BREAK REPAIR— BUDGET
AMENDMENT
RECOMMENDATIONS:
1. Approve the emergency expenditure of $155,000 to repair the 30 -inch water main
break and pavement replacement in Dover Drive between Cliff Drive and West
Coast Highway.
2. Authorize a budget amendment appropriating $155,000 from the Water System
Reserve Fund Account Balance to Water Fund Account 5500 -8160 (Maintenance
and Repair Materials) for the Dover Drive water main and pavement repair.
DISCUSSION:
All of the major charges for the emergency repair of the 30 -inch water line and
pavement in Dover Drive have been submitted. The charges total $155,000.
Approximately $70,000 was required to repair the water line and $85,000 to repair the
pavement in Dover Drive. City Council Policy F -2 — Reserves /Designation of Fund
Balance provides for the Water System Reserve to be used for emergency repairs to the
water system. The recommended budget amendment will appropriate funds from this
reserve account to the Water Fund Account 5500 -8160 (Maintenance and Repair
Materials). Approximately $3.2 million will remain in the Water System Reserve Account
after the transfer.
On Wednesday, October 25, 2000, at approximately 4:45 p.m., the City began receiving
calls from residents and businesses regarding low pressure from areas in Corona del
Mar and Newport Heights. A call was received from a resident informing Utilities that
there was water gushing from the pavement on Dover Drive between Cliff Drive and
West Coast Highway.
Crews arrived at Dover Drive at 5:00 p.m., and discovered a large flood of water from
Dover Drive onto West Coast Highway. The Police Department provided traffic control
while Utilities and General Services crews set -up traffic delineation to close off both
sides of Dover Drive. Traffic from Dover Drive was diverted through Newport Heights
via Cliff Drive. Our crews isolated the broken section of water main between Cliff Drive
and West Coast Highway.

This isolation allowed water service to be restored on both sides of the bay. Doty
Brothers, a private contractor, was hired to make the emergency repairs to the water
main on a time and materials basis on Thursday morning. A 30 x 30 -foot sinkhole had
developed in the number one and two lanes of Dover Drive approximately 50 yards
down the hill from Cliff Drive. The cause of the leak was a rupture in the bottom of the
1927 vintage 30 -inch mortar -lined steel transmission main. The water pressure in this
main, which transports water from the one side of the City to the Big Canyon Reservoir,
was sufficient to fold back a two -foot section of pipe. The damaged section of pipe was
replaced by a 30 -inch steel pipe that Utilities had in stock for this type of repair. The
repair to the line was completed and pressure tested on Saturday.
Debris in the sinkhole damaged a telephone trunk line located 10 feet from the water
main. Pacific Bell crews worked Friday and Saturday along side our pipeline contractor
to complete their repairs. At the present time, the City has not received a claim for
reimbursement from Pacific Bell.
Water from the water main break traveled under the pavement towards Coast Highway,
lifting and cracking areas of pavement on both sides of Dover Drive. Engineering and
General Services staff assessed the damages to the pavement surface and made
immediate repairs to northbound Dover Drive.
Approximately 450 feet of the southbound lanes on Dover Drive, between Cliff Drive
and Coast Highway, was removed and replaced. The pavement contractor, Haitbrink
Asphalt, began removing and replacing pavement on Friday and completed the work on
Tuesday.
The breakdown below covers the cost of outside services, material, or equipment
necessary to complete the underground and aboveground repairs. All of these
expenses will be funded by the Water Fund, Maintenance and Repair Materials
Account 5500 -8160.
