Harkless, City Clerk SUBJECT: UNSCHEDULED VACANCY ON THE CIVIL SERVICE BOARD AND VACANCY ON THE ORANGE COUNTY VECTOR CONTROL DISTRICT BOARD RECOMMENDATION Confirm the Ad Hoc Appointments Committee nomination of Marilee Jackson and Bert Carson to fill the unscheduled vacancy and schedule the appointment to be made on February 27, 2001; and direct the Ad Hoc Appointments Committee to review and conduct interviews for the vacancy on the Orange County Vector Control District Board (City of Newport Beach representative). As approved by the Council on December 12, 2000, the successful applicant for the Civil Service Board will be appointed to fill the balance of the unexpired term, plus one full term (term expiring on June 30, 2005). The successful applicant for the Orange County Vector Control District Board will serve until the end of the term (December 31, 2002). BACKGROUND At the Regular Meeting of December 12, 2000 the City Council accepted the resignation of Steve Bromberg from the Civil Service Board effective immediately and directed the City Clerk to advertise the vacancy pursuant to Council Policy A -2. Council Members O'Neil, Bromberg and Heffernan were appointed as the Ad Hoc Appointments Committee. In response to the advertisements that were placed in The Daily Pilot and responses to phone calls to the applicants with current applications on file, the City Clerk's office forwarded six (6) applications to the Ad Hoc Appointments Committee for their review. The deadline to apply was Thursday, December 28, 2000. On January 29, 2001 the committee conducted interviews with five (5) of the applicants. February 13, 2001 Page Two At the January 23, 2001 Council Meeting, Mayor Adams announced the vacancy on the Orange County Vector Control District Board (City of Newport Beach representative) and indicated that the City Clerk's office was accepting applications and interviews would be conducted by a subcommittee of the Council. It is the Mayor's desire that the Ad Hoc Appointments Committee appointed for the vacancy on the Civil Service Board (Council Members O'Neil, Bromberg and Heffernan) continue on that committee in order to review applications and conduct interviews for the position on the Orange County Vector Control District Board (a two -year appointment with a term expiring on December 31, 2002). As per Council Policy A -2 the ad hoc appointments committee will be dissolved after that appointments to the Civil Service Board and the Orange County Vector Control District Board are made. BACKGROUND On December 4, 2000, I received the attached letter of resignation from Steve Bromberg from the Civil Service Board. The seat vacated by Mr, Bromberg is a Council- nominee position with a term expiring on June 30, 2001. Based on the length of time left on Mr. Bromberg's unexpired term and the time required to fill this vacancy, staff is recommending that the term of the new appointee be extended to June 30, 2005 (one full four -year tern plus the remaining balance of the unexpired term). This is consistent with the way unscheduled vacancies which have occurred relatively close to the expiration of the term have been handled in the past. Consistent with Council Policy A -2, information regarding this vacancy will be submitted to The Daily Pilot for publication. The deadline for submitting applications will be 4:00 p.m. on Thursday, December 28, 2000, which will allow the committee adequate time to conduct interviews in order to submit the names of two nominees to the full Council on January 23, 2001. The appointment to fill the vacancy is scheduled for February 13, 2001. The ad -hoc appointments committee will consist of three council members appointed by the Mayor.
