The City Council Affordable Housing Task Force has been exploring ways to develop affordable
housing for senior citizens in Newport Beach. Task Force members and staff are continuing to
work with representatives of The Irvine Company to develop a project at the Bayview Landing
site. In addition, the Task Force directed staff to prepare a request for proposals (RFP) for a
second project. The attached RFP has been reviewed and approved by the Task Force, and they
are requesting that the City Council authorize staff to circulate it among developers of senior
affordable housing.
The RFP is not site specific, and requests that interested parties propose sites and project
specifics. City incentives, including approximately $2,000,000 of affordable housing funds and
a density bonus program, are described. Five objectives that the City would like to achieve with
the project are listed, and the submission requirements and review process are described.
Proposals are due on June 1, 2001.

REQUEST FOR PROPOSALS
SENIOR AFFORDABLE HOUSING

I. INTRODUCTION
The City of Newport Beach is inviting proposals for the development of affordable
housing for senior citizens.
Newport Beach does not have a redevelopment agency, and has not identified a project
site. The City does have approximately $2,000,000 contributed as affordable housing in-
lieu fees by developers of market rate housing. Some of these funds are available to
assist in the development of affordable senior housing.
Newport Beach also has programs to provide a density bonus or other incentives for the
development of affordable housing. These programs are described in the City's General
Plan Housing Element (Attachment 1). This element is being updated, but the City does
not expect significant changes to the incentive programs in the element.
II. PROJECT OBJECTIVES
A. Provide at least 100 housing units affordable to very low, low and moderate
income seniors. The City is open to considering more than one project to meet
this objective.
B. Provide housing that is located, designed and managed to meet the needs of senior
citizens.
C. Leverage the City's housing funds to maximize affordability.
D. Develop a project that is well designed, safe and compatible with its surrounding
neighborhood.
E. Make significant progress towards meeting the City's goals for 1998 -2005
established by the Regional Housing Needs Assessment, as follows.
Very Low Income 86 units
Low Income 53 units
Moderate Income 83 units
Above Moderate Income 254 units
III. SUBMISSION R.EQUIR.EMENTS
A. Identification of the Firm
1. Name, address, telephone number, and principal contact
2. Length of time in business
3. Ownership structure (corporation, partnership, joint venture, etc.)
B. Proiect Team
Describe the roles of all members of the project team. Identify the individual(s) who
would be responsible for day -to -day contact with the City, and to what extent the
individual(s) would have authority to negotiate an agreement. Provide background
information, previous projects and references for all lead consultants to be used in
development of the project, including architect and other design professionals, economic
advisors and traffic engineer.
C. Experience
Describe the experience of the team members in developing senior housing projects, as
individuals and as a team. Provide the following information for past and current
affordable senior housing projects: name and location, number of units and description
of amenities, rendering or photograph showing design quality, method of financing,
utilization of any local government incentive programs, property manager, and local
government contact.
D. Financial Qualifications
Provide information on the financial status of the development entity, and its ability to
obtain financing for the project. Include references from banks or other sources of
financing for recent, comparable projects.
F. Proiect Description
Describe the proposed site and project, including number of units, density, mix of units
by size and affordability, parking, amenities and design concept. Provide a site plan and
elevations showing the appearance of the project.
G. Development Costs and Operating Pro Forma
Provide a detailed estimate of land and development costs and identify funding sources.
Provide a stabilized year revenues /expenses statement, and a ten -year operating pro
forma. Justify the need for any financial assistance requested from the City.
H. Implementation Schedule
Identify timelines for the completion of all project related tasks including financing, pre -
development planning, environmental review and entitlement, design development,
permit processing and construction.

H. Property Management
Identify the entity that will manage the project upon occupancy, and provide information
on other affordable senior housing projects managed by that entity and the programs and
services provided in those projects.
I. Submittal Deadline
Twenty (20) copies of the proposal are required. Submittals must be received no later
than 5:00 p.m. on June 1, 2001. Submittals should be addressed to:

IV. REVIEW PROCESS
Complete and timely submittals will be reviewed by the City Council Affordable
Housing Task Force, according to the following criteria:
A. Responsiveness to this RFP
B. Extent to which project objectives are achieved
C. Experience of the firm in developing quality affordable senior housing projects
D. Ability of the firm to complete the project
Those firms with proposals that best meet these criteria will be invited to an interview
with the Task Force. The most qualified parties may be invited to submit more detailed
information. The final selection will be made by the City Council.
The City reserves the right to consider factors other than economics, to request additional
information, to select more than one party to participate in a further review process, and
to reject all proposals.
