SUBJECT: Appointment to Environmental Quality Affairs Committee
SUGGESTED
ACTION: Confirm Appointments of Ray Halowski and John von Szeliski
The Resolution establishing the Environmental Quality Affairs Committee (EQAC) provides for
the Committee to recommend certain appointments to the City Council. At their meeting of
April 16, 2001, EQAC recommended that Ray Halowski and John von Szeliski be appointed as
at -large members. Their applications are attached. Mr. Halowski has been an executive member
of the Surfrider Foundation Newport Beach Chapter and is interested in water quality issues. Mr.
von Szeliski is an architect specializing in performing arts facilities, which gives him expertise in
acoustics and noise issues. These appointments will complete the seven at -large positions on the
Committee.

SUGGESTED

The purpose and responsibilities of "EQAC" include, but am not limited to: (a.) reviewing and
recommending on City Environmental Impact Reports (Elk) and their Notices of Preparation
(NOP) as well as those of other agencies that have the potential to impact Newport Beach; (b.)
receiving presentations from City officials or other parties on City activities impacting the quality of
life: (c.) receiving. reviewing and transmitting information to the City's community associations and
homeowners associations such other important information potentially affecting the associations;
and (des developing and implementing a time - sensitive process to report back common Citywide
and unique local issues of interest to residents.
The 21 member Environmental Quality Affairs Cid=s Advisory Committee was revised by
resolution of the NB City Council to fulfill one of their 1996 goals, that is, to link homeowner
associations and residents' advocacy organisations moru effectively with each other :Ind with the
City's legislative and regulatory processes, to give residents the opportunity to become more fully
informed, more timely informed, and so participate more actively on key decisions and issues.
EQAC members art expected to attend a regularly scheduled, (approximately) two -hour monthly
everting mating and to be available for voluntary or assigned subcommittee meetings. Time
commitment will range from three to ten hours per month. Any member who misses three
consecutive monthly meetings shall be removed and replaced.

including Large projects for Colleges and Universities
With my own firm, my specialty is Design and Planning for cultural facilities projects — especially
in the field of performing arts facilities
This work includes expertise in acoustics and noise control
Architectural and master planing experience includes work on environmental impacts, and have been
involved in EIR preparation and analysis in prior projects
Member of Sierra Club; have general interest in environmental protection
Prior to becoming an Architect, was College Professor 1959 to 1972; primarily at Williams College in
Massachusetts. Published author —books and articles on arts and architecture subjects.
