SUBJECT: Street Tree Maintenance
Recommendation
Approve a budget amendment in the amount of $29,500 to trim trees, root prune, and repair tree
root damage along Clay Street. The funds would come from unappropriated reserves.
Background
Clay Street is located in the Newport Heights area. Trees bordering the street are primarily Ficus
and have caused extensive damage to curbs and gutters and private property. Extensive surface
root systems are hazards to pedestrians.
Since 1998, a total of five claims involving Ficus tree root damage along Clay Street have been
settled by the City at a total cost of $220,919.
In late 2000, staff obtained private contractors, estimates of a total of $60,000 to trim the Ficus
trees to reduce root growth, remove exposed roots, install root barriers, and repair public and
private hardscape damage along Clay Street from Westminster Avenue to St. Andrews Road.
City Concrete Maintenance crews have completed a significant amount of the curb and gutter
repair along Clay Street since January 2000.
Discussion
Staff is advocating partial funding for the project in the current fiscal year to address the worst
area of Ficus tree root damage on Clay Street between Irvine Avenue and St. Andrews Road.
Staff proposes to trim the Ficus trees in a conservative manner using international arboriculture
standards. This is done for two reasons: one, by reducing the tree crown in bulk and size, the
roots become less aggressive; and two, the tree will be less top -heavy prior to root pruning. Root
pruning will also be done by established standards to avoid the loss of any of the trees. No tree
removals are contemplated.

A breakdown of costs is as follows:
Removal/Replacement Private Sidewalks (18 locations) $ 9,500
Contract Tree Trimming/Root Removal/Root Barriers (21 trees) $20,000
Total $29,500
Work on the project would commence on the project within a week of Council approval and be
completed by mid -July.
There are no pending tree claims nor citizen request for tree removals for Clay Street at this time.
The requested funding will resolve half of the existing problems with the recommendation that
the remainder of the project be scheduled for the fall. Funding for the remaining hardscape
repairs and tree root removals is estimated at $30,000. Staff is recommending the inclusion of
the project on the Council budget checklist for FY 01 -02.
A budget amendment is attached for your review.
