RECOMMENDATION
Approve the attached Resolution No. 2001- _, A Resolution Of The City Council of
the City Of Newport Beach Authorizing the Newport Beach Public Library to Join the
Arroyo Seco Library Network of the Library of California.
BACKGROUND
The Board of Library Trustees considered the application for membership in the Arroyo Seco
Library Network of the Library of California at their meeting of July 17, 2001, it recognized
the need for membership in the Arroyo Seco Library Network to benefit library services in the
City, and unanimously approved the application and requested that it be forwarded to the
City Council for approval.
The Arroyo Seco Library Network is a new state funded library cooperative under the Library
of California. The Newport Beach Public Library has been a member of a similar state
cooperative library, the Santiago Library System, since 1969, under a Joint Powers Agreement
(JPA) with the ten participating library jurisdictions in Orange County. The original JPA was
replaced with a revised document, approved by the City Council on September 11, 1989. The
Santiago Library System was part of the state funded plan for the library, authorized in 1967
by the California Public Library Service Act (CLSA).
By virtue of the library's membership in this cooperative agency, the residents of the City
have benefited from expanded library services, including:
• Reimbursement from the state ($413,000 in FY 2000/01) for loaning materials to other
libraries and customers of other libraries.
• Participation in full -text database subscriptions at no cost.
• Participation in statewide negotiated contracts for full -text databases at
reduced /subsidized costs.
• Regional reference services to augment local service
• Access to a statewide network of resource libraries to provide library customers with
resources and materials not in local or regional libraries.
• Regional administrative support for library functions, including communications and
delivery services between libraries.

In 1998, to increase statewide access to information sources, the legislature passed the
Library of California Act, creating 7 regional library networks, each organized to develop
library services among all types of libraries in the respective region. For Newport Beach,
membership in the new Arroyo Seco Library Network (one of the seven regional networks),
will provide the continuation of services without cost, now received through the Santiago
Library System, from which customers of the Newport Beach Public Library have benefited for
over 30 years. It will also expand the resources available to include those of academic, school
and special libraries.
The Arroyo Seco Library Network was incorporated January 1, 2001, as a California non - profit
public benefit corporation and became one of the authorized regional library networks under
the Library of California. Membership is open to public libraries and qualified academic and
school libraries in Los Angeles and Orange Counties. There are no local costs; funding is
provided by state appropriations.
The State Library is currently in transition, funding both types of cooperative library agencies
— the original CLSA library systems, such as the Santiago Library System, and simultaneously,
initial funding for the new Library of California Networks, such as the Arroyo Seco Library
Network.
It is anticipated that all funding for cooperative library efforts will be transferred to the
Library of California, e.g. Arroyo Seco Library Network, at the end of this fiscal year. When
that occurs, the benefits and substantial funding which have become an integral part of the
library services of the Newport Beach Public Library would cease — unless the library has
joined the Arroyo Seco Library Network. Loss of this funding and other services would have a
significant negative effect on the quality of library services, the size of the library
collections, the number of hours of library services, even the number of branches to be
supported.
Thus, to continue library services at the same standard and in the same manner as is
currently, it is necessary for the Newport Beach Public Library to be come a member of the
Arroyo Seco Library Network.
The Board of Library Trustees urges the City Council of the City of Newport Beach to approve
this application for membership in the Arroyo Seco Library Network and the Library of
California.

A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF NEWPORT BEACH
AUTHORIZING THE NEWPORT BEACH PUBLIC LIBRARY
TO JOIN THE ARROYO SECO LIBRARY NETWORK
OF THE LIBRARY OF CALIFORNIA
WHEREAS, Arroyo Seco Library Network is
authorized under the Library of California
Seq. (the "Act "); and
a library resource sharing network organized and
Act, California Education Code, Section 18000 et.
WHEREAS, the Newport Beach Public Library desires to join the Arroyo Seco Library Network;
and
WHEREAS, the Board of Library Trustees of the Newport Beach Public Library agree to comply
with all provisions of the Act and regulations and conditions of membership applicable within
the network.
NOW THEREFORE BE IT RESOLVED that the City Council of the City of Newport Beach
authorizes membership of the Newport Beach Public Library in the Arroyo Seco Library
Network; and authorizes and directs the Chair of the Board of Library Trustees to sign the
Arroyo Seco Library Network membership application and to take such other actions and
execute such other documents as are deemed necessary to complete the membership
process.
RESOLVED that the City Clerk shall certify to the adoption of this Resolution.
