Re: Annexation of the Newport Coast -- Support
Dear Dave:
Our mission is to protect the marine habitats of Orange County through proactive
programs of education, restoration, and enforcement. As you know, we have invested a
great deal of time and funds at Crystal Cove protecting the Crystal Cove and Newport
Areas of Special Biological Significance (A.S.B.S). from the impacts of stormwater
runoff. Our kelp reforestation program at Crystal Cove and Little Corona together with
our efforts to "turn the tide" of continued erosion and increasing flows at Buck Gully
make us a stakeholder in the future of the Newport Coast.
We support the annexation of the Newport Coast to the City of Newport Beach.
This is based on two primary reasons. One, we are committed by'itgreement to monitor
the development at Crystal Cove for the next ten years. We will monitor water quality,
flows and erosion of the creeks. We will continue to monitor discharges from any source
to both A.S.B.S's in order to protect them from degradation of water quality. Experience
has shown us the City of Newport Beach will be more responsive in dealing with these
types of issues than the County.
Secondly, we support the City's commitment to develop a Local Coastal Program
(LCP) rather than having each application for a coastal development permit reviewed
directly by the Coastal Commission. There already is an approved LCP for the Newport
Coast. For long -term continuity, the city should manage the Newport Coast LCP as well
as develop an LCP for the rest of the city that falls within the coastal zone.
New development will be a reality at Newport Coast whether the City annexes
this or not. It seems the battle to develop Newport Coast took place years ago, and our
side lost, Now the issue is what agency is in the best position to manage the future of the
Newport Coast. Without question, it is the City of Newport Beach.
