A. CALL TO ORDER—The meeting was called to order at 3:30 p.m.

C. PUBLIC HEARING ITEMS
ITEM NO. 1 Thomas Residence Modification (PA2014-149)

Jason Van Patten, Planning Technician, provided a brief project description stating that the request was for a 304-
square-foot addition to a single-family dwelling with nonconforming parking. He indicated that the parking was
nonconforming due to the interior dimensions of the garage. He stated that as a result of the deficient dimensions,
the Zoning Code limited the size of the addition to a maximum of 10 percent of the existing floor area of the dwelling.
Mr. Van Patten indicated that the Modification Permit was to allow a larger addition of approximately 15 percent. He
then provided a brief overview specifying that the addition was located at the rear of the property and stated findings
for approval could be made.
The Zoning Administrator added that the addition was not located near the garage.
Applicant JR Walz, on behalf of the property owner, stated that he had reviewed the draft resolution and the
required conditions. Mr. Walz asked if condition no. 2, requiring removal of the non-compliant, non-standard walls
and stairs in the public right-of-way would continue to be required if the owner did not pursue a building permit for
the project. Zoning Administrator Wisneski stated that the applicant would not be required to comply with the
condition if the project is not exercised.
Mr. Walz then asked if he would have an opportunity to acquire an encroachment permit and agreement for the
remaining improvements in the public right-of-way if the owner chose to move forward with the project. The Zoning
Administrator stated that the condition included language specifying that an encroachment permit and agreement
may be obtained.
The Zoning Administrator opened the public hearing. Seeing that no one from the public wished to comment, the
public hearing was closed. The Zoning Administrator stated that the findings could be made, noted that the garage
was compliant under the Code regulations at the time of original construction, and then moved to approve the
project.

ITEM NO. 2 11530 1h Street Condominium Conversion and Tentative Parcel Map (PA2014-146)

Debbie Drasler, Contract Planner, provided a brief project description stating that the applicant was requesting
approval of a tentative parcel map in conjunction with a Condominium Conversion application to convert an existing
duplex for condominium purposes. No exceptions to Title 19 (Subdivision Code) development standards were
proposed with this application. The Tentative Parcel Map would allow each unit of the duplex to be sold individually.

Applicant, Mr. Ragaei Ayoub, stated that he had reviewed the draft resolution and the required conditions.
The Zoning Administrator opened the public hearing. Seeing that no one from the public wished to comment, the
public hearing was closed.

ITEM NO.3 PUR Juice Bar Minor Use Permit(PA2014-158)

Debbie Drasler, Contract Planner, provided a brief project description stating that the applicant was requesting a
Minor Use Permit to modify a 650-square-foot, vacant commercial tenant space for a take-out service, limited eating
and drinking establishment. The tenant space would be improved with a kitchen, service counter area, prep area,
and a customer seating area with a maximum of six (6)seats. No late hours (after 11:00 p.m.)or alcohol sales were
proposed as part of the application. Ms. Drasler continued by stating that as conditioned, the allowed hours of
operation would be 6:00 a.m. to 10:00 p.m., daily to allow for future flexibility while maintaining compatibility with the
neighborhood.
Applicant Jorden Segraves of Jorden Segraves Architect Inc., on behalf of the business owner, stated that he had
reviewed the draft resolution and the required conditions.
One member of the public,Jim Mosher, spoke and suggested that the hours of operation should be approved with a
6:00 p.m. closing time as stated in the staff report's project summary.
Seeing no other comments, Zoning Administrator Wisneski stated the hours of operation should be changed to
reflect the 6:00 p.m. closing time as per the applicant's request. The Zoning Administrator closed the public hearing
then moved to approve the project.
Action: Approved

E. ADJOURNMENT
The hearing was adjourned at 3:41 p.m.
